And I ask why do they assume this? What about minorities that aren't poor? What about poor people that aren't minorities?
The justice dept is investigating to find out if the Mississippi is a violation of the Voting Rights Act. I don't know of any other assumptions.

I think you and I can find some common ground on this birth certificate issue. I see no need for the government to even issue a birth certificate. Why does the government need documentation of every birth and require it for things like passports and enrollment into government schools?
