Specifically when it comes to the MMR vaccine, it wasn't until 1990 that a 2nd dose was recommended for maximum effectiveness. So anyone receiving vaccine prior to 1990 "may" be under vaccinated and susceptible to contracting the diseases.
Vaccine is not given until children are 12-15mths old, so until 1st shot is given and until shot takes effect within their systems, those children prior to being given the shot are susceptible to contracting the disease.
Because of certain medical conditions that may exist, some people simply cannot get the MMR vaccine, which makes them susceptible to contracting the diseases.
So there are 3 examples of how people are susceptible to contracting diseases from those that don't get vaccinated and either develop or are carriers of the diseases. So don't try to say it's not a victimless issue when people choose not to get children and even adults vaccinated, because it is not just them they put at risk.
