Bobby Jindal Announces End of Medicaid Contract with Planned Parenthood
BATON ROUGE, La. —Gov. Bobby Jindal announced the Louisiana Department of Health and Hospitals will end its Medicaid contract with Planned Parenthood.
"Planned Parenthood does not represent the values of the state of Louisiana in regards to respecting human life," Jindal said in a news release on Monday.
In July, Jindal said he directed the LDHH to begin an investigation into Planned Parenthood. His decision came after reports surfaced that alleged some Planned Parenthood affiliates in the country were using late-term abortions to sell fetal body parts.
The allegations were brought to light after video surfaced of a senior director for Planned Parenthood Federation of America describing the process.
"Today's video of a Planned Parenthood official discussing the systematic harvesting and trafficking of human body parts is shocking and gruesome," Jindal said in July.
According to Jindal's office, the video shows the senior director discussing how some employees are actively engaging in illegal abortion procedures and attempting to conduct the abortions in a manner in which body parts are left intact. The body parts are collected and sold on the open market, the release says.
On Monday, Jindal said the department gave Planned Parenthood a 30-day notice it intended to terminate the Medicaid provider contract between the two agencies.
"Pending the ongoing investigation, DHH reserves the right to amend the cancellation notice and terminate the provider agreement immediately should cause be determined," Jindal's office said.
In particular, the department said its concerns with Planned Parenthood are that it could be violating Louisiana law, which states no person or group contracting with the state or receiving government assistance "shall require or recommend that any woman have an abortion."
Jindal's office said the cancellation of the Medicaid contract with Planned Parenthood does not jeopardize services to women across the state because Planned Parenthood is "just one of many providers in the Baton Rouge and New Orleans area."
WDSU received a statement Monday afternoon from Planned Parenthood-Gulf Coast, which read in part:
"Let's talk about what defunding Planned Parenthood really means: It means taking away health care services for the 2.7 million women, men and young people who rely on Planned Parenthood health centers each year for basic health care. Last year in Louisiana, Planned Parenthood provided more than 15,000 health care visits. Men and women turn to Planned Parenthood for basic preventive health care such as lifesaving cancer screenings, well-woman exams, birth control, testing and treatment for sexually transmitted infections. More than 4,300 low-income, uninsured women and men were able to access high-quality affordable health care through the safety net provided by Medicaid funding. The men and women who benefit from this funding often have limited health care access, and we are often their primary health care provider."

Attorney General Maura Healey says her office has found no evidence that the Planned Parenthood League of Massachusetts is operating the sort of fetal tissue donation program highlighted in a series of undercover videos released by a national anti-abortion group in recent weeks.
Healey’s office conducted the review at the request of state Representative James J. Lyons Jr., an Andover Republican who cited a Center for Medical Progress video that showed a Planned Parenthood official discussing how the group provides fetal parts to medical researchers over lunch at a Los Angeles restaurant.
Planned Parenthood has accused the center of heavily editing the videos as part of a smear campaign. The organization maintains its donation program is legal and that it does not profit from the sale of body parts.
Lyons’ letter asked Healey to look into whether any Planned Parenthood “affiliates in Massachusetts may have violated the law.”
“Over the past week, my office has conducted a thorough review and found that Planned Parenthood League of Massachusetts’ health care centers are fully compliant with state and federal laws regarding the disposition of fetal tissue,” Healey said in a statement. “Although donation of fetal tissue is permissible under state and federal law, PPLM does not have a tissue donation program. There is no evidence that PPLM is involved in any way in the buying or selling of tissue. As such, our review is complete.”
