We are advised NOT to judge ALL Muslims by the actions of a few lunatics, but we are encouraged to judge ALL gun owners by the actions of a few lunatics.   Funny how that works.

What is the cost to taxpayers of the NYS government to administer the STAR tax rebate program?  The processing of applications, computer system operations, paper check printing and postage to mail the checks should be saved by eliminating the program and reducing property taxes that are collected to begin with.  Of course, doing so, would eliminate the ability of the elected politicians to pander to voters by mailing political literature (at taxpayer expense)  crediting themselves for championing the (wasteful) program.

Definitely have a point there.  People who really are taxpayers and completely understand their tax bills, etc,  know full well in many, probably most, cases the school tax BILLS WITH the STAR exemption are higher than the BILLS were before STAR was created.

The school boards easily have been able to know that, back then, a $2,000 bill might have become $1,500, so why not have a budget that makes the tax BILL be $1,600 because it's lower than the $2,000 someone was paying.  Today that $2,000 is probably $2,500.   (obviously varies by municipality, Schenectady city is for sure the highest and the worst)

Optimists close their eyes and pretend problems are non existent.
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.

You are free to vote for somebody that will not legislate taxation, then turn around and give you your money back and ask you to thank them for giving you your money back.(and as you mention, you are probably pay more in bureaucracy than the check is actually worth)
