who knows..might be i agree,,,,,BUT if its the law then lets have a little less selective enforcement.....i can name a thousand laws i think are stupid....but where does that lead us? if its so stupid change it before the hire...

Yes, best person for the job, but then the person hired, based on qualification, must be required to move into and live in the city. If they are getting paid by the taxpayers, and they are imposing policy on taxpayers, and they are recommending and enforcing policy to hike taxes and fees on the taxpayers, then they should live IN the city AND pay taxes themselves.
That explains department heads.
Those that recommend and enforce policy that increases taxes must be made to feel the same financial pain that those who they impose taxes and fees upon feel.
A police chief should not police a city from 30 or 40 miles away, he or she should live among the people that he is policing.
I don't care about the clerks and the janitors and such. Though the trash collectors should live here so they could experience what homeowners do when they bang the cans, break them, and leave some behind. The code enforcers should live in the city so they can experience what it's like to pay the high taxes that pay their salaries so they can understand what it's like to try to pay taxes and maintain a house when your home value is falling and you can't get to having equity in your home and can't get financing to make repairs when they cite people.
A tax paid position is a tax paid position.....PERIOD!!! Are you saying that it's ok that folks are paying for teacher's salaries and lifetime benefits in their school district, when the teacher, bus driver, superintendent, cafeteria workers blah blah blah lives in another town, city, county????

I still say if you want competent, qualified people to run the city, don't place stupid restrictions on them and reduce the talent pool.

I happen to know for a FACT....a superintendent retired from a school in western NY and then moved to Clifton Park. So those folks in western NY are paying this guy the same salary he left the job making....6 figures + 100% health coverage for him and his wife!!

The thing is once hired, at least department heads must live in the city in which they work. They are the ones setting policies and such that end up costing the taxpayers. If they don't live in the city, we know they couldn't care less, they can make decisions that tax the heck out of people and they don't experience the financial pain, well, granted, department heads have the money to pay the taxes.
But why should a code enforcement person be able to avoid living in the middle of the code violations. If such a person lives elsewhere outside of the city, they are not affected by looking at the stench and blight that the people have to live next to, so the code person will won't put in as much effort.
A police chief who lives in the uppity and safe community in Saratoga and doesn't hear the shotguns all night, doesn't experience the fear of taking a trash bag out to a can in the back yard, doesn't have to worry about his/her kids getting shot playing in the front yard, isn't going to work as hard as if he/she lived in the city AND paid the highest taxes.
An assessor MUST live in, and own the house, in order to be a good assessor. If an assessor lives in a community where home values are increasing and taxes are lower just cannot grasp reality. An assessor needs to feel the pain of going to a bank to be denied for re-financing due to falling home value, or, as is the case in Schenectady, having virtually no equity. When an assessor applies to re-fi, or puts a house up for sale and finds that he/she can sell it for only $70,000 when it's assessed for $120,000 but the assessor owes $100,000, can such a staff person comprehend reality.
Government employees have a responsibility to their employer. Their employer is the taxpayer. In Schenectady, they couldn't care less. And look at that Buicko, and Mr Galesi, raking in the millions, not paying taxes, and like their cheerleader, they wouldn't dare even dream about actually living IN the city.
Optimists close their eyes and pretend problems are non existent. Better to have open eyes, see the truths, acknowledge the negatives, and speak up for the people rather than the politicos and their rich cronies.
How soon we all forgot about the previous assessor whom the Mayor told her she must live in the city. She did not comply, and was let go for this non-compliance. Are others let go for not moving into the city as required by city law?
