School tax increases slow sharply under tax cap
By Kathleen Moore May 25, 2015

The tax cap is working to slow the growth of school taxes, the Empire Center for New York State Policy announced Wednesday in a report analyzing tax levy increases statewide before and after the state imposed the cap. The cap, enacted in 2011 and taking effect in 2012, essentially discourages districts from increasing the levy more than 2 percent or the rate of inflation, whichever is less. Certain expenses do not count toward the total, ...

Using the same raw data from the state Comptroller’s Office that the Empire Center used for its research, The Gazette calculated the average annual tax levy increase for most of the school districts in the Capital Region in the 30 years prior to the tax cap, from 1982 to 2012. The districts with the slowest rate of growth were Schenectady and Johnstown, with 4 percent average annual tax levy
increases.

The average annual tax levy increase in select Capital Region school districts from 1982 to 2012:

School tax increases slow sharply under tax cap
By Kathleen Moore May 25, 2015

DV, Give it up.  You are NOT a taxpayer and your copy and paste crap proves that you don't that you are NOT a taxpayer since this story has NO BEARING WHATSOEVER on the tax BILLS.  Tax BILLS, DV, NOT the LEVY!!!!   Can you read that????   BILLS vs LEVY !!!!!!!.

Did you even bother to actually read the story.  Try going back and actually READ it.   See this sentence:

Quoted Text
The average annual tax levy increase in select Capital Region school districts from 1982 to 2012

The cap is on the LEVY, NOT ON THE TAX BILL!!!!!!!!!!!!!!!!!!

DV, if you were an adult and a taxpayer, you would understand these things.  But you are neither an adult NOR a taxpayer

The "levy" can actually go DOWN, but the tax BILL can go up.

Your attempt to claim that Schenectady is doing well because of the percent that the levy has typically gone up HAS NO BEARING on the tax BILLS.

The FACT is that the taxes in the city of Schenectady -- the city that YOU REFUSE to live in -- are the highest around !!!!!!!!!!

So, DV, you gave this thread the following "subject"

Quoted Text
Schenectady SD one of lowest average tax increases

How about correcting the subject line to read the following

Quoted Text
Schenectady SD one of lowest average tax LEVY increases (but has THE highest tax BILL increases)

Now, DV, what have you got to say?

What have you got to say about the FACT that the LEVY can even go DOWN, but the tax BILL can go UP

Well???????    Comment?

The FACT that the City School District of Schenectady has the LOWEST average tax increase (calculated over a 30 year period) is something to be proud of.  The FACT was calculated by the Empire Center for New York State Policy and reported in the Daily Gazette.
If the some people want to argue against or challenge the facts than they should take it up with the Empire Center for New York State Policy and the Daily Gazette.
Again, you are entitled to your own opinion but not to your own facts.
The FACT is that city school taxes in Schenectady over the past 30 years had the LOWEST average increase when compared with all the other school districts in the Capital District (that includes Saratoga County schools).

Now since the slithering snake nayboobs have been proven wrong -- watch them change the subject, throw out red herrings and launch lying personal attacks against those who have shown them for what they really are -- a bunch of whiney, always-negative chicken-sh*t liars.

And not to be proud of??? the test scores and achievement are garbage when compared to those districts as well.
My brother was a Schenectady SD teacher for close to 15 years, he left for a suburban school because his family became concerned about his safety.

And what is the Empire Center for New York State Policy (which didn't calculate any such fact, btw)? An article such as this, which is propaganda to "prove" a tax cap is working, gets planted in the paper, and then the paper does it's own misleading calculations, and then somebody who doesn't understand any of this and doesn't pay any of the taxes reads it and thinks he's smart.

No DV, YOU are the one who is the LIAR.

You lack any intelligence whatsoever when it comes to taxes.

The "nayboobs" as you call them have NOT been wrong as you say.

But rather YOU have been PROVEN wrong and the FACT is that the LEVY is 1,000% DIFFERENT than a tax BILL.

As I stated, the LEVY can go down, but the tax BILL can go up!!!!!!!!!!!!   That THAT is a FACT, a total TRUTH, and ALL THE EVIDENCE in the world will prove that I am correct and YOU are A TOTAL LIAR AND TOTALLY WRONG.

You just can't deal with being proven the LIAR that you are

Here is the EVIDENCE that you don't don't diddly squat about what you post.

AGAIN, I state that it is the increase in the tax LEVY that was written about.

Can you read that word?

  LEVY    LEVY     LEVY

Here you go DV, the EVIDENCE that you do NOT know anything, and you will NEVER ADDRESS the difference between the words

Tax LEVY     vs      Tax BILL

The city school budget proposed for 2014 to 2015 had a tax LEVY.......do you see that word, DV??????   Do you??????????    A proposed increase in the LEVY of 2.75%

Here is an image from the actual budget minutes from the Schenectady school district showing the dollars AND the LEVY.

LOOK DV!!!!!!!!!!!   Look at what is circle in green.   It is the tax LEVY, the tax LEVY, the tax LEVY

And how about the tax BILLS????????????????

Do you remember what happened to Rotterdam residents in the city school district?   Their tax BILLS increased FAR MORE than the tax LEVY

Quoted Text
School tax bill shocks out-of-city landowners
BY KATHLEEN MOORE Gazette Reporter
Rotterdam residents who are in the Schenectady City School District got sticker shock when they opened their school tax bills this month.

A total of 244 properties near the city line pay city school taxes, and owners had expected the same tax increase as city residents: 2.3 percent. Instead, they saw an 18.8 percent increase.

One resident’s school tax bill alone went up $559. Another resident, who has houses in the city and in Rotterdam, paid $59 more in the city and $506 more in the town.

...

DV, the 18.8% increase was on the tax BILL

Tax LEVY increase 2.75%, tax BILL increase 18.8%

Now, DV, please speak about tax BILLs, not the LEVY.   You won't address that because you can't because it will prove that the "nayboobs" are fully knowledgeable about this stuff, and since you are NOT a homeowner, you are NOT a taxpayer, your name is NOT on a tax roll, you have absolutely no clue what you are talking about

Yes, and of course, the tax "cap" is on the LEVY, and not on the tax BILL

Unfortunately too many people don't pay attention, they see the words "tax cap" and upon hearing that "taxes can't increase more than 2%" they are all to willing, in the case of school budgets, to vote yes on them.  And when it has to do with municipal budgets, it's the same thing.  And of course also, since McTHIEF and his former mayor full of BS, they added a new fee which has gone up MASSIVELY since it was instituted.

Too many people, unfortunately, have the same lack of brains as DV lacks brains.   Remember his comment on Nov 5, 2011

I am pretty sure that I was speaking about the LIES that suggest that somehow taxes will go up double-digit if the Democrats are elected ---- TAXES CAN NOT GO UP MORE THAN 2%.

is it that you just can't get it or just refuse to get it ?

See, since he is NOT a taxpayer, he writes, "I am pretty sure....."  But he really doesn't know.

So the LEVY goes up 2%, the BILL might go up 5%

And in the case of the CITY of Schenectady for it's municipal budget, the tax LEVY could even be reduced, let's say, by 1.5%, but the "taxes" will increase by 4% and then add in the increase in the "fees" as they call them (as opposed to calling them what they are, i.e., taxes), and the tax BILL could increase by 10% or more.

And the tax BILLs are MUCH LOWER than Schenectady

AND the home values are INCREASING while the home values in Schenectady are MASSIVELY FALLING.

The nayboobs have been proven wrong and they can't stand it.  The FACT is that over the past 30 years the city school district had the lowest average tax rate increase in the Capital District.  That means that for 30 years the district's school superintendents and school boards have been very cautious to raise the tax rate,  They haven't gone around raising tax rates like crazy.
The nayboobs would have you believe the opposite is true.  However the nayboobs are nothing but nasty, always-negative, lying terrorists hell-bent on tearing down our community.  The nayboobs are like verminous rats - hiding in the dark (behind usernames) and only coming out under cover of darkness to terrorize and destroy.
No one said that everything is rosey or perfect in our community.  However, we do know that what is broken or bad in our community can always be overcome by what is good and constructive in our community. Just ignore the nayboobs.  The City-County of Schenectady is a great place to live and we have great schools (great students, great teachers/staff/administrators)  including our city school system.  We can and we will improve our schools and community.  We can be very proud to be Schenectadians.

Now you are throwing in another word.

DV, again, as you are NOT a taxpayer, you do NOT know what is FACT.

There is tax LEVY, there is tax RATE, and there is tax BILL

The ONLY thing that counts DV is the tax BILL and that is FACT.

The tax BILLS, which is the amount of money that the homeowner actually pays out of pocket, is THE HIGHEST OF ALL in Schenectady.

And DV, I DEFY you to provide ONE TEENY WEENY shred of EVIDENCE that
tax BILL increases are lowest
in Schenectady.

Once again the so called "nayboobs" have provided the FACTS, the ABSOLUTE TRUTH, and have, OVER AND OVER AND OVER AND OVER again provided the EVIDENCE

DV, how about you just post a message saying that you have NOT ONE SHRED of EVIDENCE to support your claim that tax BILL increases are the lowest in Schenectady.

Once again, DV has been PROVEN WRONG.   Proven wrong over and over and over and over and cannot provide one teeny weeny shred of EVIDENCE about
  tax BILLS.
