I don't see any "stupid" reasoning. A couple of imbeciles take a trip to Schenectady, find the place wide open, and proceed on a quite leisurely spree of
vandalism. It is a legitimate question, where were the police?
I have never shot out a car window with a pellet gun, or whatever it was, but I understand that you can't just breeze by, you have to take aim. So a car, with two nodding out half-wits, one of them most likely hanging out the window, damaged how many cars? Over how long a period of time?

Imagine coming out of your house in the morning, you have to be at your low-wage job, maybe you need to get your child to day care, whatever, your car is disabled, and it is going to cost you time and money that you don't have, to get your vital transportation back.

It would cost me time/money and aggravation...aggravation that would have to be paid back.....and I'm paying it back >
