Widely reported that when Powell was there, emails were somewhat in infancy. Has been stated that many government employees didn't even have computers at there desk. That would have made Powell's options limited. Don't see his honest admission to be any big thing...putting it in perspective with the timeline. Hilary however is a totally different story!
