Governor Andrew Cuomo wants to give middle-class New Yorkers a $1.7 billion break on property taxes.

The plan announced at Hofstra University on Long Island today would provide credits to more than 1 million homeowners and another 1 million renters. The plan, which will be included in Cuomo’s proposed budget next week, builds on his effort to control what he says are the nation’s highest property levies.

“You have no long-term future if you are the tax capital of the nation,” said Cuomo, a 57-year-old Democrat.

Cuomo, who started his second term Jan. 1, pushed through a 2 percent property-tax cap in 2011. Last year, he won approval of a plan that paid for the cost of tax increases for homeowners who live in jurisdictions that stuck to the cap.

The proposal announced today would provide credits to homeowners who make less than $250,000 annually and whose property tax is more than 6 percent of their income. The credit is for as much as half the amount the taxes exceed the 6 percent threshold. Taxpayers would receive an average credit of $950, according to an e-mailed statement.

Tax Bills

Renters with incomes as much as $150,000 would also qualify for a credit if the portion of their annual gross rent attributed to property taxes is more than 6 percent of their income. The governor said in the statement that he estimates 13.75 percent of annual gross rent goes toward property levies.

Cuomo will pay for the tax credits by keeping annual spending growth below 2 percent, which produces a surplus because budget projections estimate higher spending increases, Morris Peters, a spokesman for the governor’s budget division, said by e-mail.

Similar proposals for providing state funding to help cut property-tax costs based on homeowner income levels have been floated in the past by Democrats in the legislature. Assembly Speaker Sheldon Silver, a Manhattan Democrat who has historically supported those measures, will review the details of the governor’s, said Mike Whyland, a spokesman.

Democrats have had little luck getting Republicans who control the senate to agree. Dean Skelos, the Long Island Republican senate majority leader, said he’ll discuss specifics when Cuomo unveils his entire budget proposal Jan. 21.

“It is essential that any enacted property-tax relief plan ensures all middle-income families in every region of the state receive property tax relief,” he said in an e-mailed statement.

David Laska, a spokesman for the statewide Republican Party, said Cuomo’s plan won’t help in the long-term because it doesn’t relieve local governments of costs from programs required by the state.

“Giving a limited government handout to just a few hardworking taxpayers while ignoring the big picture -- mandate relief -- is putting a Band-Aid on a bullet hole,” Laska said by e-mail.

Naturally, like I have said over and over, they are getting kickbacks in return for the city/co/plex leaders RAPING AND STEALING from the struggling homeowners.

YUP!!!!! that's why when people hear 'the state investigated'....they should be very very weary of it's solidity and felicity....
