Albany County DA Soares addresses local sex trafficking problem

ALBANY >> Albany County District Attorney P. David Soares said in a press conference Tuesday that sex trafficking is not only found in countries abroad, but also in areas like Wolf Road and Central Avenue.
There have been two sex-trafficking cases prosecuted by Soares’ office in the past year. One remains open and pending, officials said.
To combat this issue, Soares’ office is highlighting those involved in sex trafficking, including the johns, on a new portion of the local district attorney’s website. He said that information would be made public once there is a conviction in a case. A photo of John Hammond, who pleaded guilty in April and was sentenced to two to six years, is on the site.
Soares said the focus on sex trafficking started during research into Hammond, who had been in county jail since 2012. Hammond provided women with heroin and set up arrangements for sex for money transactions at a hotel on Wolf Road in Colonie, officials from Soares’ office said, noting that Hammond will be listed as a sex offender when he is released from prison.
A woman identified only as “Christine” at Tuesday’s event said she was a victim of sex trafficking but she was saved. She felt there was hope for others like her.
“I helped put Hammond in jail, with no parole,” she said. “I think I was saved for a reason, so my voice can be heard to tell people that sex trafficking is real.”
In Christine’s case, she was working to pay off a fictitious debt for her sister, ADA Chantelle Cleary said.
“So many young men and women are victimized. Christine puts a face to that,” said Director of the Albany County Crime Victims and Sexual Violence Center Karen Ziegler. “Victims think they’re alone, but we stand ready to help.”
Officials at the press conference said anyone involved with trafficking who comes forward could be provided shelter, relocation and treatment for substance abuse.
In the past year, there have been approximately 50 cases involving prostitution, patronizing a prostitute, or other crimes related to those statutes. The majority of the cases occur at various hotels in the town of Colonie, on Central Avenue in Albany and at area hotels, officials said.
Most of these cases are a result of a law-enforcement sweep or sting operation, and many of them involve arrests made after an investigation of advertisements on a site called backpage.com, officials said.
The new sections of the district attorney’s website, called Frontpage, also have videos regarding the topic and information about worldwide and local statistics.
Soares said this is the first phase of a effort against sex trafficking. Phase two will include more about local policy and will be announced later this month.
While exact statistics were not immediately available, Soares said that track season does have an impact on local trafficking, as could a local casino. Though, he said, he did not want to give an official opinion on a local casino.In Rensselaer County, acting District Attorney Arthur Glass Jr. said there have not been many cases of sex trafficking.
“We are mindful of it but we have not seen it as a major problem in Rensselaer County,” Glass said, adding that there is prostitution in Troy but not trafficking.
Soares described some of the videos on the new website as “uncomfortable” but said it would help people see the facts about the unsavory topic.
