Other things must be considered like motivation and wanting to work, I work with kids who I know will never make it through life without the government holding their hands, they have no motivation or will to improve the trades trying to be taught to them, many are afraid to break a sweat. Just about every flagger I've ever seen is a woman. Must be how they meet the quota for hiring females. Never seen them in a ditch with a shovel or operating any equipment. If so then you would have true equality.
