It's easy to go after and lock up poor minorities, it gets you a promotion and a higher salary. After all, the poor minorities are powerless. Then give the poor minorities a felony drug conviction, and then they can't vote to change the laws or crooked enforcers.
People need to understand, cops work for the lawmakers, not the average citizen. They are not there to help anybody, their job is to make sure you are following the laws they were hired to enforce.

I don't see it as crooked enforcement, simply massive transfer of wealth from the poor to the very well to do.(the police, the courts, the jailers and the lawyers)
