Michael DeMasi Reporter- Albany Business Review Email | Google+ | Twitter | LinkedIn A developer building a $20 million apartment complex in Rotterdam, NY, will invest $1 million to build a new municipal sewer line to open up more commercial growth along Burdeck Street, Route 7 and Interstate 88. Developer Timothy Larned is expected to start building a 248-unit apartment complex with 7,000 square feet of retail/commercial space later this year, said Ray Gillen, chairman of the Schenectady Metroplex Development Authority. Larned had initially planned to build a sewer system to only service the apartment complex. However, officials from the town, county and Metroplex worked with Larned to come up with a more comprehensive plan that would benefit a larger area of town. Under the public/private partnership, the Metroplex will provide a $88,000 grant to Larned, and the town will waive a $186,000 hook-up fee. Larned will also donate land to the town for the sewer project, pay a town park fee of $148,800, and build the system at no cost to local taxpayers, officials said. New and existing businesses will be able to hook into the sewer line.

Larned knows a great deal about the "inner workings" of Schenectady County government. I expect that he may "sing" as part of a plea bargain. Look for NYS authorities to become involved in this one and some elected officials, past and present, to be implicated in wrongdoing.

In the late 1990s, Larned and his company were the victims of a shakedown scheme by former Rotterdam Town Supervisor James Constantino and allegedly by developer John DeGeorgio. A federal investigation of Constantino and town politics at the time revealed that the supervisor, allegedly at DeGeorgio's bidding, got Larned to reduce his bid for a town road for DeGeorgio's project on Ronnie Court and then demanded a kickback from Larned on the difference.
Prosecutors said at the time that DeGeorgio allegedly arranged for the extortion of $20,000 from a local contractor, of which he paid Constantino $8,000 and kept the rest for himself.
Constantino pleaded guilty and was sentenced to 21 months in prison. DeGeorgio was never prosecuted.
