I don't see a politician standing up in front of the senior on a fixed income and telling them - "the leaf pick up service you've had for all these years was really free, and now we are going to charge you $50...If you don't want to pay the $50, then you can opt out of the service and get rid of your leaves yourself granny."
Yes...It should be interesting...If a politician doesn't make this an issue to, and run on a senior citizen deduction or exemption on leaf service, they don't know how to win elections.

It's a political benefit. You are either raising taxes($50) on a leaf pick up service that has been around for decades and now telling people it was "free". Or the other option is telling granny to "opt out" and take care of their own leaf removal.

What option are you talking about? Exempting seniors? Seniors will get the service without paying. Raise the "fee" from $50 to $55 on everybody else, and exempt the seniors. That will win votes. Kinda like they do with your veterans exemption, just increase it a little on everybody else to pick up what you don't pay.
We have never used the town's brush clean-up service but have paid for it out of our taxes for years. At least now, we have the opportunity to opt out of the service and the fee. However, the fee only covers a portion of the cost of the service - so we will still be paying for unmandated and, in our humble opinion, unnecessary town service.

Not really because the cost will still be the same for the service that was once paid for by taxes, except now you just won't receive the service. If those who opt out receive a reduction of taxes as well then I wouldn't see a problem. Personally I like the system of being able to opt out of services but with that we shouldn't be charged for them, the fee is just for show.

Somebody will appeal to the senior voter after seniors realize they have to pay $50 for leaf pickup that has been included as a service for 30-40-50 years, and now their other option is to opt out and dispose of their own leaves. I am just saying, there will soon be a 3rd option...Seniors receive leaf pickup at a deeply discounted fee or completely free.
Here's a question, does the code enforcement officer cite the senior that opted out of leaf pickup and now their lawn if piled with leaves? Will the neighbors complain to the town when their neighbor doesn't rake their leaves and it blows on to their property?

Nineteen cops made more than double Rotterdam's average household income and these politicians are going to tell seniors on a fixed income they have to pay extra for a service they've received since the inception of the road side leaf pick-up service, or they can opt out? Hmmmmm...Nobody is going to ask where the money they've been paying is going? Nobody is going to look at the 6 figure police salaries?
