$$$ for education from gambling, education to hopefully teach about the negatives of gambling(in schools (?),Gamb. Anon.) which in turns bites the hand(Lottery $$$) that feeds education.   Less gambling $$$= less $$$ for education.   Kind of reminds one of the Unemployment Dept.   They exist because of UE, so UE "creates" jobs.   And if there was no UE Dept. those folks at the UE Dept. would be looking for a job, and if could not find one, they would have to have an UE Dept.   A viscious circle indeed.

Personally, I agree with your sentiment.  

As far as gambling goes, if it is going to be legal in certain instances ( example - for the state to run the lottery or a few corporations to run a handful of casinos) than it should be legal ACROSS the board.   If the state can run numbers games and a few corporations can run casinos than EVERY person in the state should be legally able to run a numbers game or casino.
