It isn't 'looking backward' to take into account what has already been tried, and failed, when figuring out what to do about problems in the city. In fact, only a fool would not do that.
We used to have a 'forward-looking', ahead of its time technical program in our schools. We allowed the social engineers to get rid of it. Those who don't remember the lessons of history are doomed to repeat its mistakes.

yep, just love an environmental nightmare on an active brown field and geo fault line

spend $$$ on special schooling to go work a rotating 4 on, 1 off work week  in a 24/7 sweatshop chrome factory  -for $65k a year

about the only thing that made sense was putting more new deadly chemicals(gases that dissolve the bone under your skin without your knowledge) on old deadly chemicals (rocket fuel)  - -we did it for our future - the children
