Mulching your own grass and leaves will not immediately or by itself reduce your taxes.  However, it is taking a definitive first step towards being less dependent on government.  
The other thing that you need to do is take a good long look at the people running for elective office in the town.  No elective office should go uncontested.  

That goes for those appointed also...If they are appointed, for example to the planning committee, and do not represent the best interests of the residents,
then we should be petitioning the Town board to have them censured and removed!
