Because they aren't the cities kids? Why don't you hire them to clean your house or rake your yard? Oh, that's right, it's illegal for kids under a certain age to work. Great law.
There have been programs to get these kids hired for the sort of work younger kids can do. Job Junction, I think one of them was called. The problems are that in their own neighborhoods, few people have the money to pay them, or don't see the necessity of keeping things cleaned up in a place they don't own. In other areas, people are afraid to hire kids whose background they don't know to come to their homes. The more you see kids getting into trouble at very young ages, the more it hurts all the kids, in many ways, because even the victims get bad reputations.
Having projects where kids would clean up litter could be a good community service project, in a way I think schools having a requirement that students do a certain amount of community service each year or each month. HOWEVER, can you hear the parents whine that they should then get less homework. I can see it now.
Parents whine: "Our kid have nothing to do, we need a teen center, a club, something to occupy their time, etc etc" Schools: "We are instituting a mandatory community service requirement, two hours every week." Parents whine: "Well then you better cut back on homework, for every hour in service is an hour less homework." Schhools: "OK, that's a deal." Then some kids get into mischief Parents whine: "Our kids have nothing to do, we need a teen center, a club, something to occupy their time, etc etc."

That all said, a few other things come to mind. Even if we were all ok with community service such as litter pick up, raking leaves, etc, many people would then consider it an entitlement. I don't want to debate, right here right now, whether sidewalks should be the homeowner's responsibility or the city's responsibility, but the fact right now is that the city requires homeowners to maintain the sidewalks and replace them when necessary. But as some of the worst sidewalks have been totally replaced, whole blocks, and not at the homeowners' expense. In some cases neighborhood groups applied for a block of or two to of replacement sidewalks and curbs through CDBG money, and this goes back even to the early 1980's. Some friends of ours were involved in their neighborhood group long ago and I think the neighborhood was granted $20,000, hardly enough to do the work. and if I remember it was curbs only, then they got more in each of a few more years, again these $20G amounts. I think they said it was close to 15 years with no more grants before was done but the had to rip up the whole street because the pavement was hire than the curbs.
I think many sidewalks get done only because the curbs are getting done some sidewalks on a given block might be in very good condition and it would be difficult to force the homeowner to replace sidewalks just because the curbs need it.
But regardless, since some areas get sidewalk replacement when curbs are done, do you see it at the council meetings, the people going to speak at POF and saying "we need new sidewalks." I'd say every few month that Joy Hall whines about that, always has a different street to talk about, but she'll say "we gotta get that done now! Before someone gets hurt. Someone's gonna get hurt real bad. You gotta replace those sidewalks now."
But was it two weeks ago, someone in that Chaires family was saying the city needs to replace sidewalks, and he was talking about in front of private homes, not like in front of city hall or something.
Most of the people in the city now have this entitlement attitude about sidewalks. Renters don't know it's the homeowners responsibility. Newer homeowners don't know it's their responsibility. The longtime homeowners simply cannot afford to replace their sidewalks---not after they paid for new sidewalks for the millionaires downtown, and not after paying the taxes for the downtown millionaires.
Mixed bag of thoughts here. Either nothing gets done because the city is focused on downtown. Or you start having kids do service and then people think they are absolved of doing any cleaning of their properties. If kids can do it via volunteer work, why not have more tasks in the city performed by volunteers? If the city doesn't have money for snow plowing, they could use some people to do it (jail inmates, I don't know--won't address the qualification for driving issue) or at least snowblowing on all the city properties. Then they city could say "hey, we'll use slave labor and we can spend more on Galesi.

the problem is that public schools are already starting behavior modifications in elementary schools and screwing around with kids growth patterns tossing ADHD/ADD drugs at them to make them conform to fit into the 'core' cog making....
we are making zombie monsters out of them and then blaming them....just because a human is made differently doesn't mean the human requires a label and drugs to 'help' them perform and become proper citizens....

Parents instill work ethic. Parents task kids to clean their room, pick up after themselves, do the dishes, etc. If a child comes home to one parent laying on the couch and only leaving to go to DSS or to the grocery store with their EBT card, that is going to be their work ethic.
Get the able bodied parents that are capable of walking to DSS to pick up trash. They are already being paid. When they show up to DSS, have them partner up with a City worker to work with them for the day. Or the city can set it up through a temp labor service like Labor Ready, and the city can have them dispatched throughout the city daily.
Don't blame the kids, they need a role model that shows them work ethic. Unfortunately, this will never happen because the union city workers are not going to allow minimum wage labor do their $40k jobs.
Newer residents can't believe that they are supposed to shovel the walks, let alone repair them. If you think about it, the sidewalks differ from house to house because they were put in individually when the houses went up, in most cases. But MC is right, that is neither here nor there, because back when sidewalks went in, labor was less expensive, and people don't have money for home repairs if they want to keep their houses. The city pretty much let everything go, and used "cash-strapped" as their damn excuse. The clean up programs, "pocket parks" in empty lots, all that stuff has been tried before. I don't like to be a naysayer with regard to that kind of thing,but Schenectady has always had a lot of parks and playground equipment, pools, programs like day camp, art opportunities superior to what is found in other communities, etc. When you see a billionaire like Michael Bloomberg bragging that people can't afford to live in NYC, and you see mothers with babies standing in line outside DSS, who are refugees from NYC, the problems of that part of the city are bigger than we are able to handle at the local level, IMO. I think we need to get the attention of people like Farley, Tonko, Gillibrand, they are all like Proctor's, they are "good for" NY, even though areas like Hamilton Hill are part of New York. Obama literally flies over the Hill on his way to hang with his corporate billionaire buddy Jeff, who doesn't pay taxes.
a lot of the newer residents are from downstate NYC where those are someone's job...they find schenectady very 'hick'.....and actually consider it a 'vacation' from the real city....others come here because of the benefits and the (wrong grammer here) better niceness than downstate areas where DSS folks are corralled
