I thought you cared deeply about the Law of the Land, Box. Does this chart chart reflect compliance with the ACA that was passed by Congress, or that version which was left over after the President got through with decimating his own law?

Assume that it's true, how do you expect this system to work.
Over $600M and nearly 4 years and they can't even get a simple website to work, this chart can't be far off.
