It's a huge problem, and in the middle of a Civil War, it's almost impossible.

This is typical liberal logic.  Same as the gun grabbing debate logic.  It's not the person ordering or carrying out the killing that you address, it's the tool they use to kill.  So Assad can kill hundreds of thousands, just use the conventional weapons Russia is selling him.

and we should stay out of it unless or until it threatens the USA or our allies.

You are entitled to your opinion, as warped as it may seem, but I would disagree with your assessment
that "This Isn't a war".  A Civil "WAR" is IMO usually a "WAR".
In some cases, as in the Syrian Civil War, it may be even worse than "conventional war".  There are
rules of engagement and international law (Geneva Convention) that apply in conventional wars.  
There seem to be none in this war, with the exception of the USA enforcing the ban on using WMD's.

U.S. Rep. Chris Gibson, R-Kinderhook, said he supports negotiations
for disarmament.


"I was encouraged to hear the president talk of continued efforts on the diplomatic front,
with Russia. In recent days, progress has been made on this front, and we can do much
more. I will be continuing to make the case to my colleagues and the administration that
we should remain on that track. Military intervention will make the situation worse,
not better," Gibson said.
Gibson, a veteran of the armed forces, said he is wary of "Americanizing the Syrian
Civil War" and perhaps causing a bigger crisis.
Gibson said it's important to take the weapons from Syrian President Bashar al-Assad
and make sure they don't fall into the wrong hands, such as al-Qaida or other militant groups.
"I support the Russian's policy, but we need to do more than that," Gibson said.

U.S. Rep. Bill Owens, D-Plattsburgh, said he prefers the move
to the negotiating table over an attack on Syria.

"First of all, I think many of us are happy there is a third alternative," Owens said.
Owens said the weapons plan could work well, allowing the United States to be involved
without using military force.
"I've been very reluctant to form an opinion [about military force]," Owens said. "I have
not had all my questions answered."
Owens said he may take a stronger position if Assad continues to use chemical weapons.

U.S. Rep. Paul Tonko, D-Amsterdam, said he opposes the idea
of military strikes against Syria.

"I've expressed some serious concern regarding airstrikes," Tonko said.
He said with few allies supporting military strikes, America would be "going it alone"
with military action.
Working with Russia to disarm Syria is a better alternative, Tonko said.
"I thought it was the right move," Tonko said. "... At least diplomacy is still being
reached to."

how did that work out in the Afghanistan war.....? we just send arms to whomever we think will give us the verbage to
speak 'high'....it's all about leverage and screw who got killed with the chemicals. we NEVER choose for the humanitarian
sh!t....we collect taxes to wage war to keep the economy going to wage war to have sanctions to make money to

I could have ended the Syria chemical weapon issue in one afternoon.

I would have offered a brand new fully automatic rifle for each small canister turned in and a bazooka for the large ones.
