Though I would think there is a commissioner, a deputy commissioner, and then she is the assistant deputy. Maybe there is an assistant commissioner as well?
Of course we all know Savage was NOT qualified for such a high paid job either, that is, at NO TIME WHATSOEVER in her life did perform tasks with respect to real property, well, other than to work with the mayor of BS, Death Ray, and McC to hand out 100% tax exemptions to the millionaire downtown. And in exchange for those actions, the tax base in the city is DECREASED DRASTICALLY, causing taxes to increase like wildfire and home values in the city to tank while everywhere outside the city they are rising.

However, do go write to whomever, just to see what kind of response you get. Just remember, if you write to the Governor, that office will pass it down to the Tax Dept who will pass it down to the Office of Real Property Services where chances are Savage herself will be reviewing the draft response that will be prepared for the governor's signature. You don't think for a moment that the governor's office itself prepares the responses to letters written to him.
But also go and contact all the media too. Raise a stink. If there are debates for council, attend them and ask these questions, but be sure to present the question that everything the mayor has been doing is causing the tax base in the city to fall, property values are falling, home sales and prices down, taxes up, so what is the candidates' positions on more political croniness from this mayor and this proposed appointment of an UNQUALIFIED person for this job.
Bring the law with you (my earlier post), read from it and ask the candidates, pin them down, ask them WHERE in the law does it specifically state that the required experience can be gained via being appointed as an unqualified person and working the job for six months.

Now friends, most of us on these boards have some intelligence, right? Think about this. November, December, January, February, March, April. 2013-2014.
The first couple months will be involved with the mayor's proposed budget, this Waterfield would spend a chunk of those two months learning the budget as it affects the assessor's office.
Additionally, these same two months will be involved in addressing questions about the requirement for everyone with basic STAR to reapply. YES, this is something that is applied for direct to the state tax department and call them for questions, but let's face it, millions of homeowners trying to call maybe an office staff of I'd bet a half dozen people, doubtful there's much more, so anyway, think what the average person does. One calls the state, can't get through after several weeks, they then call their local assessor's office.
Then January and February will be taken up with all the annual filing of applications for the Enhanced STAR, the senior and/or disabled income based applications, and any vet applications. So he would have to be getting trained in the review and approval of those exemptions, all due March 1. Then it's all the work to prepare the tentative asessement roll for May 1 which will mean noting the records for Senior STAR, and the disabled and senior income based, anything regarding non-profit stuff, etc. Then also preparing the roll to incorporate next year's equalization rate. For sure there will be some confusion with the Basic STAR recording when the state notifies the locals, but the locals have deed records showing owners different than that from the state (like someone bought a house, etc).
Then May 1 arrives and the mayor will proclaim that Waterfield has met the qualifications cited in the law.
Bu note that the reality is that Waterfield will not have been involved with gaining experience in the "collection and recording of property inventory data, preparation of comparable sales analysis reports, preparation of signed valuation or appraisal estimates or reports using cost, income or market data approaches to value."
So then, the mayor will claim that he meets the qualifications to be the assessor because he has six months experience being the assessor for the city.
I highly doubt he will have much time to even deal with informal meetings with homeowners in the early part of 2014 though I'm sure he will have such a meeting, for all of 30 seconds with that Matt Daley, the golf pro - remember how Polster said that a reduction of assessment was NOT to be done despite paying only $88,000 for his house.

And that bothers me. Who is the "boss" over this advocate's office? The Commissioner of Tax and Finance. Who is the "boss" over the real property office? The Commissioner of Tax and Finance. Who is the "boss" of the Commissioner of Tax and Finance? The governor. Who appointed Savage as well as the ex mayor of BS? The governor.

But, just remember what Cuomo wants to do. He wants to basically expand Schenetady's property tax exemptions for wealthy property owners (political cronies of the dems) throughout the state. AND he wants to exempt the employees from income tax, etc. Yep, so the rest of us will make up the difference.
The whole property tax base throughout the state will come tumbling down. And just think of the drastically increased burden on those who have jobs now when they pay higher income taxes to make up for the difference.

If you don't do a man a favor (give him a job he is unqualified for and then pay him too much), then you don't own him. McCheese is ultimately responsible for the tax problems in the city because he was sitting right there when BS led the council into the abyss. There are a lot of opinions on what happened in Detroit, but I've posted this article here because it so closely correlates with what I keep saying about the property taxes here in Schenectady, and the stupidity and corruption of our city and county government in general. As a member of the Glenville Board of Assessment Review, I couldn’t help but add some information regarding Schenectady Mayor Gary McCarthy’s comments to endorse his choice for assessor [Sept. 17 Gazette].
An assessment is not arbitrary. The tax rolls must be completed by June 30 prior to the next tax period. Anyone wishing to [dispute] a current assessment must present a claim to the Board of Assessment Review on Grievance Day, which is held on the fourth Tuesday in May.
An assessor may adjust an assessment at that time if he/she has pertinent information, but the tax roll date remains the same. If, however, the assessor does not change the assessment, the claim is passed on to the Board of Assessment Review.
The Board of Assessment Review consists of a minimum of three members, appointed by the city or town, to review each claim and determine if a decrease is called for. Each claim is thoroughly discussed and must be agreed to by a majority. It is not an issue taken casually.

These things are not new issues; hiring, assessing, residency requirements, setting salaries. As Patches points out, you don't start someone without experience out at the highest salary in private industry. Good point. You don't start someone with no experience out at the highest salary in government either. Gary McCarthy cannot be that ignorant, it is simply not possible. Even if he were, there are plenty of educated and experienced people around to clue him in, he just needs to ask. But no, we go through this ridiculous sideshow, poor Gary McCarthy, these are special extreme circumstances that no one ever faced before, he will just put on his thinking cap and come up with a brilliant solution that he invented all by himself. Schenectady apparently has been going along for hundreds of years without any kind of policies, procedures, rules, and laws, and it is up to Gary to invent some. He should take this show on the road.
