The FBI appears to have an institutional aversion to following up on any intelligence supplied to them by any outside body. They much prefer to gin up their own 'terrorists' using the local nut and dumbbell population. This is dangerous. The FBI fumbled and dropped the ball on 9/11. People died. It was blamed on agencies "not talking to each other", but that was inaccurate. There is jealously, envy, and territoriality in play. We can't have that. If they were so sure these two weren't a threat, then they weren't really terrorists, were they? I'd be really p!$$ed if I found out this guy was working on a death ray for the FBI and he had stated that he wanted to harm MY family. This is a bad episode of Get Smart.
When investigating Domestic Terrorists (or probably any terrorist) the FBI wants to catch the actual operatives on the ground who commit the act, but more importantly they need to find out who is directing the act.
Often a sting operation like this one, will allow the operation to continue as long as they have reasonable assurance that no one will be harmed. Once infiltrated, the FBI knew these two's every move and phone conversation.

Our government is clearly RIDICULOUSLY out of control when they have the IRS illegally releasing documents on opponents of the president. It is truly despicable. And I think Holder is a joke - he is outright subverting the law when it conflicts with his personal radical beliefs.

They had motive and there was enough suspicion to go after these guys because they already made specific threats, however they were financed by the FBI, the article states they were given money and were supplied parts for there "death ray" in a sting that took over 1 year. They first said the public was in no harm at any time but then they're saying these 2 were committed to kill people, which is it? Are we expected to believe these 2 people were tracked 24/7 for over a year, impossible. They may have had their phones tapped but there is no way they had eyes on them the whole time.

I think the point was that the bombs were constructed in the appt she shared with her husband, and she was living there at the time... And thus had a LIKELIHOOD of being a co-conspirator. (But no real information has come out to my knowledge that would PROVE her involvement)
They wanted to let the death ray guy continue on to get the other conspirators, but the FBI couldn't recognize conspirators if they lived in the same house, ran around in fashions from Muslims Are Us, and worked 80 hours per week whilst supporting trips to the fireworks store for somebody not all that patriotic.
