The best argument, to me, as to why this isn't feasible is the point in the article about the victims noticing the pain from the device.
I contend that power is not a major issue, if you had a real "truck" you could have room for a 120 VDC battery bank, or a 2kw generator.
I wasn't considering 300 yard effective range, I was thinking more in feet, but yes I imagine probably the only way for people not to feel lethal doses of x-rays would be a moderate dose over a longer period of time. The victim would need to be stationary though.
I think the article makes some very good points, but let's all realize that NON-industrial x-ray machines that we have experienced at doctor's offices, often have the x-ray source in the neighborhood (if memory serves me correctly) of 3-5' away.
And the exposure is SUPER quick, and even that they don't want to do very often.
So what would an industrial x-ray do, at 10', if pointed at a person for several minutes? Not saying they'd die next week, but not so sure what the victims long term survival odds are.
I don't want to find out. I admit there are technical obstacles that mitigate the risks to make this a weapon, but I still think it may be possible to do some real damage to people.

Second, McVeigh was trained in explosives by the military, he allegedly carried out his attack in response to the federal governments massacre in Waco, so there is a second government created "terrorist". Third, the federal government has a long history of experimenting on its citizens to measure the effects of whatever deadly weapon they are creating to use on some population. They tested radiation, chemical, and biological weapons on them.
So statistically box, a fear of the federal government would be much more rational based on the fact they have the means, the know how, and a history of willing to use them against their own population. Could it be that the feds wanted very bad to apprehend 'terrorists' who were plotting AGAINST muslims, for PC "balance", wanted "fairness" so bad they devoted their resources to nuturing these nuts, taking a gamble with American lives? It looks very much that way to me. Well their gamble didn't pay off so well, did it? In fact, I would say that very bad decisions led to needless loss of lives on 9/11 and Patriot's Day.

When this 1st happened I questioned if this was a FBI screw up for the exact same reason as this case, the FBI has funded and armed many people only to bust them later on. I find it weird they actually were holding a bomb exercise at that event, they had bomb sniffing dogs and everything, it later came out that they were training for the exact same scenario, a couple men with backpacks detonating explosive at the event. They say it was a coincidence but...
