Plagiarism is the "wrongful appropriation" and "purloining and publication" of another author's "language, thoughts, ideas, or expressions," and the representation of them as one's own original work.
"Purloining and publication" requires stealing and publishing claiming it to be his own "language, thoughts, ideas, or expressions."
Repeating other people's statements is not stealing or publishing, nor representing it as one's own original work, therefore NOT plagarism.

SO IS Buzz Feed also guilty of plagiarism (just because they reported it in Rand Paul), and if attacking the messenger is Rand Paul's defense, is Politico doubly guilty since they reported TWO other separate incidents about Rand Paul .
