A Constitutional Republic only works if the elected representatives of the people are actually willing to at least let their constituents voice their opinions. There is at least one elected Federal representative from upstate New York who has actually stated publicly -- that he really doesn't need to hear from constituents (especially if they disagree) because he has already made up his mind on the issues, and who has on several occasions been rude to and/or just turned his back and walked away from constituents who attempted to ask questions and voice disagreement on an issue or issues. (For the record, it should be noted that the constituents were not hostile or rude but just polite, concerned citizens who wanted to have a conversation with their elected representative.)

If each policy had a stand alone vote, this country would look much different. That is why pork, changes to the tax code, and multiple laws are loaded into these bills. You may be against fracking but in favor of more funding for Planned Parenthood, so they combine them in the same bill. Just like the defense contractors, they assemble their war machines by building different parts in different factories across the nation. So if there is a vote to cut defense spending, it will affect workers in nearly every state, creating political pressure to continue defense spending.
If Obamacare was put on the ballot - it loses. If missile strikes in Libya to overthrow Gadaffi is put on the ballot and publicly debated - it loses. Getting involved in the Syrian conflict on the ballot - it loses. If billions in foreign aid is put on the ballot - it loses. If decreasing taxes is put on the ballot - it wins.

Sen. Rand Paul lashed out Monday against neoconservatives on Twitter for supporting the “military junta” in Egypt and arguing for continued monetary aid to the country, whose armed forces recently ousted the sitting president, Mohamed Morsi.
“In Egypt, governments come and go. The only thing certain is that American taxpayers will continue to be stuck with the $1.5 billion bill,” the Kentucky Republican sent out his message in two back to back tweets. “In Eygpt, democratic authoritarianism is replaced with military junta. American neocons say send them more of your money.”
The Twitter slam comes right behind a July 4 op-ed that the libertarian senator wrote for The Washington Times expanding on the very issue.
“In Egypt, protest is met with tear gas, manufactured in America and paid for with American taxes. When Egyptians protest, they protest against their government and also America for subsidizing that government,” Paul wrote. “Despite the fact that Mohamed Morsi recently convicted 16 Americans of political crimes in a show trial, the Obama administration still sent them over $2 billion this year.”
Paul points out how the United States has fallen into a similar problem when the nation kept on supporting Morsi’s predecessor, Hosni Murbarak throughout decades of martial law.
“Today, we give the same billions and fighter jets to Mr. Mubarak’s successor, Mr. Morsi, who the protesters now see in the same light as Mr. Mubarak,” Paul wrote.
“American tax dollars flow no matter which despot rules,” he added. “But worse, due to our aid and support, Egyptians see Mr. Morsi and America as the same.”
