Its about responsibility, do you need the government to regulate your habits or can you manage without the government telling you what is right or wrong. I'm guessing like me you did some stupid things in your life and you learned by your mistakes did you not, you learned because you failed or because your actions had consequences, you either learned not to do it again or learned how to do it right.

Of course had that storm in the Rotterdam area yesterday turned into a tornado and wiped out Henry's home, his roads, his place of employment, his bridges, his electric and gas service, his schools, his food supply his fire and police protection... First of all a responsible homeowner buys homeowners insurance in case of a disaster, if you live in a flood prone area, you buy flood insurance etc.
And as far as food, water etc the Red Cross relies on PRIVATE donations to help in disasters. Millions of dollars are raised not only by private donations but by concerts etc for disaster relief victims.
When you rely on the government as with Katrina in New Orleans, look at the mess they made out of that. Mobile homes that never got there, stockpiles of food and water that SAT in warehouses ..............
As far as food stamps and Medicaid, I am repeatedly asked why I don't apply as my income qualifies and again I tell them because I may not beable to pay my doctor bills right away, but the majority at least 90 percent are happy with monthly payments. I had to go to the ER twice last year and had bills from the hospital, pulmonologist, radiologist, cardiologist, ambulance, primary dr. etc. and with monthly payments have all paid off except for two.
I'm not saying some people don't need help, with unemployment so high there are families that need temporary assistance, what IS wrong are the people who abuse these services and are on it for life and then it goes on to the next generation.
The economy is in the dumps, the job market sucks.

And what bad decision got that person cancer, maybe it was bad luck or maybe he smoked a pack a day for 40 years. Even you stated people who made bad decisions like smoking shouldn't expect others to pay for them, so why is living on a known flood plain or tornado alley any different. As stated above people with responsibility get insurance, idiots expect others to help. And its not that I wouldn't help them but I sure as hell wouldn't let them make me help them.
