SCHENECTADY — The city has finally paid its $3.64 million obligation to the Schenectady City School District.

The money is coming a year late, and the delay sent the school district into a financial tailspin. But at least the money finally came.

School board President Cathy Lewis said she worried the city would never pay it.

“I know cash flow has been difficult for the city,” she said. “It’s not that they were saying they didn’t have the obligation.”

But city officials did ask the state Legislature to free them from the burden of making the school district whole. Schenectady’s local representatives refused to carry the bill.

By law, the city must pay the school taxes for every property owner who does not pay up during the year. The city pays the school district and then goes after the property owner, first with hefty fees and later with the threat of foreclosure.

But in 2011, Mayor Gary McCarthy said the city no longer had the money to pay delinquent taxes in advance. He said the school district had to wait until the city collected the money.

The decision came as a shock to the school district, which had been counting on the money. The announcement came with no warning, after the district had set its budget.

Lewis wasn’t pleased.

When the mayor made the announcement, he said to her, “We’re doing this in a friendly manner.”

Lewis answered, “I have to be a bit skeptical about that.”

She attended many council meetings after that, saying she wanted to learn about the city’s financial footing so she could understand whether the district was ever going to be paid.

Lewis used to be on the council and worked extensively with the city budget during her tenure.

In October, the mayor released his proposed 2013 budget, which included a payment to the school district. But even then, Lewis had her doubts.

Until this week, she said, she was still not sure the payment would actually happen.

Then the 2012 audit was released. It showed the city had managed to cut expenses and increase revenues so that it finally lived within its means. The city even put aside $3.6 million for savings.

“After I saw the financial report I was more confident,” she said.

But she joked that she wanted to make sure the check cleared.

McCarthy said the delay was a one-time occurrence. The city plans to pay every year from now on, he said.

He said the city could not afford to pay earlier.

“We’re still not in what I would call great shape, but we’re on the planned path to recovery,” he said.

The delay could also lessen the financial burden of making up for unpaid taxes, he said.

In making the delayed payment, the city has repaid the school district for its 2010-11 delinquent taxes. Next year, the city will cover the unpaid taxes from 2011-12.

That means the city will always be paying for taxes that are several years old. By the time the bill comes due, many late taxpayers may have paid up, meaning the city will have to cover less of the bill on its own.

“We budget at 15 percent for the uncollectibility [rate]. There is a good chunk of that that is in the late payer category,” McCarthy said. “You do collect that.”

The rest is paid by the city.

Schenectady’s situation is unusual. In most counties in New York state, the county must make the school district whole when taxpayers don’t pay. In Schenectady, the city pays up for both the school district and the county.

The city voted to stop making the county whole, saving about $1.7 million a year. Instead, the city will pass on to the county any payments it receives from property owners as soon as it receives them. The county has sued the city over the issue. In response, the council set a public hearing on whether to give the county the authority to go after property owners who have not paid their county taxes.

On Wednesday, the rescheduled date of the City Council meeting, the council will hold the hearing at 7 p.m.

How pathetic is it that the Gazetto praises the City for paying the year-old school bill...not even making good on the current amount owed??

Sad that the debts this City owes are so far overdue and that the City is taking funds from sewer and water fees to pay for their fiscal mismanagement.  

Can someone just report that if these knuckleheads are re-elected our downgraded Moody's rating will sink further into the abyss....because that's being honest.

1.   Watch the DV troll give praise to the city.

2.   The city just paid last year's debt.   Now, how about this year's debt?



How's the tax base in the city?    How are the home values, the sales prices, the tax bills, the the potholes, the bridges, the snow plowing, the home sales?   Let's see who is MAN ENOUGH to answer these questions AND PROVIDE EVIDENCE.  



So the city taxes money from two other funds to put it into the "general" fund in order to create a surplus on paper, a momentary surplus--long enough to make an announcement--a FAKE surplus, and in an election year for council people.  

Then AFTER the surplus is written about, then they pay a year old debt.   So obviously the city is in the red again, even after STEALING from the other two funds, right?






Optimists close their eyes and pretend problems are non existent.  
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.

The article stated that the school payment was written into the budget. Is there still a surplus after this payment or has this payment eliminated the surplus?

Now, you have to remember, it was the DEMS --the ex "Mayor full of BS" (B. Stratton), and the current McCheese -- who try to keep saying how wonderful the city is, that the taxes are not that high, and they would say "the highest coomponent of your taxes is the school taxes."

So these city government dems, THEMSELVES, caused the school district taxes to go even higher because the ctiy government refused to pay the school district, so that kept the city government tax bill from going up as much as it would have gone IF the city paid it's debts on time!


So here we have it folks, MORE EVIDENCE of the manipulation of money, MORE EVIDENCE of the city dems cooking the books, in order for the city govenment to look better.

Fortunately, for someone like my wife and I, we are intelligent enough to see through the corruption by the city government dems.   And while we do not own any property in the city and thus do not directly pay taxes to the city or school district, we do know that what happens in the city affects the towns, often what happens in the city spills into the towns, great EVIDENCE of that is the falling home sale prices in Rotterdam, just like in Schenectady (while every place else the home sale prices are increasing.

So we in the surrounding towns, we who are taxpayers, have a vested interest in seeing things in the city improve.   Therefore, it is incumbent upon us, we have the obligation to tell the truths about the city and it's corruption and cronyism.   It is incumbent upon us to tell the TRUTH, to present the FACTS which is ALWAYS SUPPORTED with EVIDENCE, to make sure people in the city know how they are being swindled and lied to by the dems --- the dems in the city and county as well as plex -- for the city homeonwers/taxpayers/residents to see that they MUST vote out most of the dems and instead elect people who will actually represent the people of the city instead of the downtown rich.   We must make sure that the people in the city immediately call for a total stopping of all the tax exemptions on all the downtown properties, both in future projects and remove all exemptions currently in effect, even if that means the state needs to act to accomplish that.  

The people in the city CANNOT afford to pay downtown's taxes.

For everyone who reads these boards, please, you need to get the word out to make sure they know this.   We must get the word out in simple terminology, so that homeowners can really see the relationship of their inability to renovate their own homes because they are paying to renovate downtown and the renovation of downtown is doing NOTHING for the homeowners, no return on that so called "investment."   People need to have it explained to them that downtown is not just being paid for through that half of one percent of sales tax but that the vast majority of those properties are exempt from paying taxes even though the owners are such filthy rich millionaires and billionaires that they can afford not only to pay 100% of their own taxes in Schenectady, but they could pay ALL the taxes for ALL HOMEOWNERS in the whole country and the expense to them out of their wealth could be compared to less than one penny of a typical Schenectady county family's total household income.

We who are intelligent have the obligation to educate city people about the lies, corruption, and especially cronyism that runs rampant in the dem run city/county/plex.

It is further incumbent upon us to explain that cowardly cuckoo trolls are indeed telling tall tales proven by the refusal to provide any evidence of what the trolls say.
