ALBANY — Gov. Cuomo is trying to change the state’s reputation as the nation’s tax capital by carving out some tax-free pockets upstate.

Cuomo unveiled a plan to create tax-free zones on and near upstate college campuses as a way to draw start-ups and other businesses to struggling communities.

Under the proposal, a business moving to those areas can skip paying all business, property and personal income taxes for a decade.

“We create great businesses here in this state because we have great schools and we have great young minds,” Cuomo said in Buffalo.

“We lose them in the first year. Why? Because we have an anti-business reputation, we’re a high-tax state.”

Whether the companies would want to stay after that, when they could face some of the nation’s highest taxes, no one knows.

“It’s a risk you run,” said Brian Sampson of the Unshackle Upstate business group, which supports the plan.

New York was ranked among the worst states for companies, coming in 49th in Chief Executive Magazine’s recent poll of CEOs, based on the state’s high taxes and reputation for red tape.

The Manhattan Institute’s E.J. McMahon suggested Cuomo’s plan was heavy on spin and short-sighted in terms of long-term solutions to the state’s business tax burden.

“Good politics? Maybe,” McMahon said, but the state should go further and should phase out all corporate taxes for new and existing companies. “No one would call this a pro-growth tax policy.”

Republicans, even those who support the plan like Senate Republican leader Dean Skelos, said a broad tax cutting approach is needed.

GOP Assemblyman Kieran Michael Lalor of Fishkill was more blunt.

“All New Yorkers need tax relief, not just a few well-connected companies located on college campuses,” he said. “We don’t need scattered tax-free zones for a few companies; we need to lower taxes for everyone in the state.”

Meanwhile, The proposal drew fire from Big Labor. Danny Donohue, head of the state’s Civil Service Employees Association, called it “corporate welfare.”

“No amount of TV ads spinning his record can change the reality that his so-called job-creation policies have failed,” Donohue said. “They have mostly benefitted the super wealthy and big corporations and repeatedly failed to deliver real growth and middle-class jobs.”

Cuomo insisted he has worked at “reducing taxes all across the board.”

Cuomo was referring to his backing of higher taxes on millionaires to help finance income-tax cuts for middle-class residents.

Assembly Speaker Sheldon Silver said he expected the proposal to be adopted before the Legislative session ends June 20. But he said he will insist on “claw back” penalties for companies that don’t deliver on job-creation promises.

Too bad, DV, you loose on this one too.

My thoughts/posts are either based on or actually are  PROVEN FACT; and remember, unlike you, I provide the EVIDENCE to prove those facts.

So my posts serve a very useful purpose.   The posts stating the FACTS, the TRUTHS, that state that the dems in the city/co/plex are causing home values to drop, the tax base to drop, the tax bills to rise, the elimination of essential city services while spending on UNNECESSARY stuff, e.g., spending tax dollars on fancy lighting instead of necessary filling of potholes, etc  -- posting all this indeed serves a purpose, it is to keep getting the point across that the dems wild spending and exempting their cronies in the new downtown properties is the reason why the long time taxpaying businesses are closing and the homeowners in the city are suffering.

And yes, my posts do serve a very useful purpose.   Or, DV, have you forgotten my post about two years ago that provided the FACT, supported WITH EVIDENCE that King Philip of Proctors was getting a STAR exemption ILLEGALLY.   And what purpose did it serve?   Gee, DV, my constant whining and complaining and posting about it, sending info well outside this board and what has been the result?   The city finally acted and not only that, the state comptroller looked at the stuff---did you read the audit, DV?   Do you know how to read?    The audit SPECIFICALLY REFERENCED Morris STEALING taxpayer money via the illegal exemption.   Now DV, can you tell me what your hot shot savage girlfriend did in her highness' high position in the state's real property office in the tax dept?    Did SHE do anything to look into this stuff?   HELL NO.  

So, DV, remember, I broke the story about Morris, the state then looked at the double dippers on STAR exemptions and finally something will be done because the honest taxpayers should NEVER have to pay higher taxes because of others, like King Philip, who steal.   I take a bow

   At least the local DEMS haven't talked about income tax free status-YET. The same "thinking". Instead of lowering taxes across the board have DEM morons pick winners and losers to undermine the private
sector. Just like failed Metrograft. Things are so peachy keen Downtown that a 108 year bedding store, third generation clothing store and the oldest market in the State are all closed. Hey Death Ray what's up with Gillen's Gulch on lower State St where you promised a retail mall 7 years ago?

It's obvious, Cuomo has seen how McCheese and the rest of the city-county dems have gotten rich and lavished with political contributions to keep getting them elected.

So now Cuomo thinks he get money like that too, so he can get re-elected as gov, or worse yet, become pres.  Another step towards socialism.

But god forbid the locals start exempting people from paying other taxes.   Yeah, like people buying homes from Gary & Mary;  they are so EXTREMELY DESPERATE to try to sell houses that they'll be exempting home buyers (only of home IN that program) from paying property and school taxes, exempting from fees.   Can you imagine?  

But if McC and his cronies were to exempt homebuyers in that "HOMES" program from property taxes, it would be a slap in the face to those long time taxpayers who have stuck it out in the sh*t city through the best and worst of times, paying their own taxes, then paying the taxes of the downtown millionaire cronies, then they'd be paying for other homeowners taxes!   There'd be such a mass exodus out of the city, McC and his dems wouldn't know what hit them!

Just as the long time taxpaying businesses downtown have fled, so to would the long time taxpaying homeowners.

The tax base in the city wouldn't even be valued at $10,000.
