The state prisons and state schools are paid for, as you point out, by DOWNSTATE. The jobs and the taxes they produce benefit UPSTATE. You made my point... Downstate subsidizes Upstate.
Actually, I did NOT make your point. If upstate were a separate state, we would not need all those prisons (or colleges) up here and the hundreds of millions of dollars saved could have meant lower taxes and investments in other industries which would have created PRIVATE SECTOR JOBS.
Furthermore, you missed the point that it is NOT a proven fact that downstate costs less for the state than upstate. You also failed to address the fact that upstate has been subsidizing downstate with lower cost water and lower cost power for many years. State aid to NYC has also allowed property owners in NYC (particularly those who own condos) to pay lower property tax rates.
Finally, most of the advocates for big government come from NYC -- and also the environmental terrorists like the Kennedy family which has been holding up hydrofracking in New York State. Cut the bastards out like the cancer that they are and we'd have smaller government upstate, larger revenues from all that natural gas that we are sitting on and overall lower taxes and less idiotic regulations.

Interesting that you point to Upstate Water as a precious resource, then suggest polluting that very same water by fracking.

Hydrofracking doesn't pollute water. The fact is that hydrofracking has been done for decades and has been completely safe. The lunatic left wing nuts have spread a bunch of lies and misinformation trying to claim that hydrofracking is a bad thing. The fact is that the practice is safe and we need to move forward on accessing the natural gas under us in New York State.
Any politician who is opposed to hydrofracking will never get my support or vote because the only people who oppose it are either ignorant and/or are puppets for the left wing nut special interest groups (which could explain why one of them got over $600,000 in the last week of her race for a state legislative seat) and/or are actively engaged in the lying and misinformation campaign to push the extreme left wing agenda. In either of those cases, I consider them unfit to hold public office.

wow the repeal the safe act guys are at it again, while your at it why don't you Occupy Wall Street lol...
Wall Street is in NYC -- there is no good reason to travel to NYC -- they don't even have any decent sports teams nor decent stores nor decent restaurants anymore.
Oh -- and we could save a lot more money upstate by just closing down the Tappan Zee bridge -- it would make it more difficult for the criminals and the politicians from NYC (often the same people) to come upstate and mess up what we have.

If NY State were split into Upstate/Downstate, the 2012 presidential election would have still be won in both areas by Barack H Obama.
Now for the $$$. The truth is... DOWNSTATE PAYS UPSTATES BILLS.
NYC and surrounding suburbs paid about $4.1 billion more to Albany in taxes and fees than the state returned in spending for education, health care, transit and other services in 2009-10. For the nearby suburban counties (Nassau, Suffolk, Rockland and Westchester), it was $7.9 billion more in taxes than came back in spending,
Where did the extra DOWNSTATE $12 billion go? North and west, up the Hudson River and along the Thruway corridor to UPSTATE regions.
The state’s largest source of non-federal revenue, the personal income tax, is particularly concentrated Downstate. New York City and its suburbs represent 64 percent of state residents, but around 80 percent of the income tax.

The NRA doesn't give as much money to Congress members as the left wing nut special interest groups. And what about those extremist liberals from New York City who write campaign contributions to certain local Federal and State legislators ------ what are they trying to buy with those donations? what have they gotten for those dollars over the years? and how long will we allow certain Federal and State legislators to be "kept" by those out of district special interests ?
