Ultimately, it is the responsibility of the landlord to keep tabs on their property...sidewalks, stairrails, dangerous conditions, etc. If a tenant is making a mess, causing a hazard...well, here's a three day eviction notice and we'll see you in court.
But see, in the City, it's not that simple.
No one WANTS to live here unless they are collecting some benefits. Families won't come into this school district, the elderly don't want to live in unsafe neighborhoods and landlords have their hands ties because they have to pay a mortgage AND an equal if not higher tax bill. Many landlords are renting to people they NEVER would have a few years ago. They have no choice.
Again, the City cannot collect taxes which are bankrupting the masses. Property owners are tired of being your personal ATM...the well is dry. |
