SCHENECTADY — Police are investigating an incident in which a man claiming to be a member of the city's water department talked his was into an elderly woman's home.

The suspect is described as a short man, with earrings, and last seen wearing the jacket and a black or dark blue knit cap.  I would think something else might be important in a description

And a day later it's announced that health workers are going door-to-door in the City to find out about residents health insurance?!? Great timing idiots!!

The poor homeowners...remember a few years ago when building inspectors demanded to go inside City homes so they could 'update' City records ...wonder where all these criminals are getting their ideas from???

Oh i'm sure this 'short guy with an earring' went out and bough a jacket that looks exactly like the ones the water dept wears, and then took it to have the words sewed/ironed on.

or perhaps this 'short guy with an earring' found this jacket in the garbage.

actually 'the jacket' is the most intriguing part to this....no?

There are many 'short men'....men with an 'earring'.....but the 'jacket' really narrows it down dontcha think?
