McC apparently is terminating the assessor because she won't move into the city.
But he allows other department heads to live outside the city.
Apparently he claims he can find someone IN the city who will apply for the job of assessor. Let's see who that will be.
Actually maybe the assessor is telling him that house values are plummeting and need to be reassessed downward.
Optimists close their eyes and pretend problems are non existent. Better to have open eyes, see the truths, acknowledge the negatives, and speak up for the people rather than the politicos and their rich cronies.

I bet that this is the case. Imagine working in a position where you continually have the obvious thrown in your face (plummetting home values and cases where the prior assessor messed up the assessment) but you have no ability to address the situation (Mayor and board dont want to settle any cases in the initial review)?
