Bottom line - people are bitching primarily because of the bad economy and the City's financial crisis. If the City was flush, no one would care where the police lived.
Exploitation? Officers who move outside of the City do what they think is best for their families. Some stay in the City because they think that is what is best.

The Schenectady City residents have been dealing with the SPD'S PBA president and Schenectady County Conservative Party President that was playing politics in their City from his McMansion in Rotterdam. The top brass lived outside the city while influencing politics inside the city they collect their salaries from. Maybe if the officers lived in the city, the politics they played in the city would be for the concerns of the whole city and not just how much money they could stuff in their pockets to bring back to the suburbs.

It's telling that many of the officers don't live in the City. They see the crime, the filth, the waste Schenectady has become. They don't see it getting better - with a shiny Downtown and all.
Let's take this a step further down the road....remember when there was a proposal to have SCHENECTADY TEACHERS live in the City? That was shot down rather quickly by the teachers union and why???? Because most of the teachers, principles, admin live in Saratoga County and would NEVER matriculate their children in the City schools.
You simply can't FORCE people to live in a City when you're FORCING them out by increasing their taxes and fees every year.

Farstad comes to mind. Every handshake, backroom dealing Brian Stratton ever made with the City attorney (remember that free medical benefits for life deal?).

Agreed, but who in this City would even HAVE the competency or know-how to implement such a plan?? It hasn't happened so far and it doesn't look as if the Mayor even has a clue how to balance his own check book, forget about the City budget!
Everyone in this City is afraid to step on toes...it might cost them votes or a State lob job after Schenectady boots them. McCheesy made darn sure he could get his mayoral salary along with his State pension a week after getting into office. He won't be re-organizing anything .....
