Interesting, what might a group of four people each who have their own families in their own homes, not living in the city, want with a 5 bedroom house. Four individual families could not possibly live with only 5 bedrooms. NO ONE would be willing to rent unless it's a bunch of party animals from the college. No family would rent because the mortgage + taxes + insurance payment would need at least $2,500 a month just to pay the bank, not including the elevator that needs repair which, for a residential one-family home, would most likely be cost prohibitive.
Wondering if they have plans on making it a party house, maybe they have something in cahoots with the city to make it tax exempt.
The taxpaying neighbors have a right to now, oh wait, are there even any taxpaying homeowners nearby, probably 99% have fled the city already.

Gillen and McCheesy just handed over a Stockade property with a sweet PILOT deal for a bunch of investors. This sounds like it's in line with that.
Guess that's the new City home-buyer program...buy a house and get a PILOT...or 2 STAR exemptions.
