Personally, I would like to see the new railroad station built west of State Street along either Broadway or Erie Blvd.  The new station is coming -- so are the double tracks between Schenectady and Albany.  The whining of the nayboobs can't stop Schenectady's Renaissance.



So where is this renaissance?

Why won't you answer the question?   Show us the signs of it?   Where's the lower taxes?   Where are the increased home values?   Show us EVIDENCE of the increased tax base?   Show us that crime is lower.   Show us where people are moving INTO the city.

dV, it's been 10 years since your dems started running the city.   And what is there to show for it?   Almost the highest taxes in the whole country, a drastically reduced tax base, record high numbers of vacant and abandoned homes, record high numbers of foreclosures, highest crime, highest poverty, no jobs, houses aren't selling, people aren't buying IN the city.

Is THAT what you call great leadership by your party?  

Of course, you won't answer that because it's far too embarrassing to admit YOU ARE WRONG.

You REFUSE to provide even one teeny weeny shred of EVIDENCE that things are better in the city for the people.  


And your imagination about a renaissance is as wild as your imagination when it comes to your imaginary friends on these boards, and probably the same as the imagination you probably have when you're on those x-rated websites.







Optimists close their eyes and pretend problems are non existent.  
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.

The 2009 New York State Rail Plan articulates the State’s vision, goals, and objectives for New York’s intercity passenger and freight rail systems.  The plan, New York’s first in over 22 years, will serve as a blueprint to guide New York State’s rail transportation investment strategies.

The plan, entitled NEW YORK STATE RAIL PLAN 2009 - Strategies for a New Age, was developed in cooperation with New York’s freight railroads, Amtrak, commuter railroads, transportation planners, and New York residents.  The State Rail Plan was prepared based on extensive public comments, including four public information workshops, regarding a draft State Rail Plan report released in June 2008.

The 2009 New York State Rail Plan was developed to meet and exceed the rail planning provisions of the federal Passenger Rail Investment and Improvement Act of 2008, Public Law 110-432.  The plan has been submitted to the U.S. Secretary of Transportation and the Federal Railroad Administration for review.

The state has auctioned off surplus train cars and rail equipment housed in Rotterdam and Scotia that were part of a failed high-speed rail project to improve service between Albany and New York City, The Associated Press is reporting.
The AP reports the state sold the cars and equipment for $420,000. Other equipment had been sold earlier for $65,000 on eBay.
New York had purchased the trains and gear 14 years ago as part of a plan to provide higher-speed rail service between Albany and New York City. The state estimates it was spending $150,000 to store the equipment.

A friend of mine went to the auction and bought a transmission for $700.

He scrapped it out for over $2,000 profit.

They said the trains were built but the tracks were never built.

So the brand new trains were sold for junk.

The nation freight railroads such as CSX and Norfolk Southern (NS) are posting healthy profits, but should state and federal governments be paying Norfolk Southern and CSX railroads for infrastructure improvements or for benefits that the railroads will reap privately?

Gregory Richards, of the Virginian Pilot, based in Norfolk, Virginia near Norfolk Southern's headquarters, recently published a thoughtful analysis on the public benefit vs. private corporate benefits of government dollars going to pay for railroad improvements.

Essentially the railroads argue that getting trucks off the highways (of Virginia, West Virginia, Ohio, and others states) have a significant public benefit, much less reduction of pollution also.

In Florida, the state newspapers are now reporting on what many Florida citizens and bloggers are calling a "secret deal" and a "public subsidy" of CSX also.

David DeCamp  a staff writer with the St. Petersburg Times, recently reported on the tentative state deal as follows:

The fight is over a complex plan struck under former Gov. Jeb Bush to run commuter trains on CSX's railroad through Orlando. In exchange, the state would subsidize the building of the biggest railyard in the Southeast in Winter Haven. It would help improve CSX's freight line through west-central Florida.

But largely unnoticed before the deal was struck was what would happen to Polk County. Clearing rail space in Orlando meant more trains slicing through Lakeland and trucks chugging around Winter Haven.

"They are going to divide our city," says Lakeland Mayor Buddy Fletcher, whose citizens are in an uproar. "They are going to destroy our downtown."

Lakeland's Republican Sen. Paula Dockery, among others, wants more study and a new train route around her hometown. Some Tampa Bay lawmakers worry the extra freight traffic could curtail Tampa's own bid to one day have commuter rail.

Aside from the Lakeland uproar, it seems that CSX is turning over/selling areas of its Florida tracks to Florida state government, but the state is picking up a significant part of the cost to pay for maintenance of the same tracks in the future.  One lawyer in Florida sued with the main argument being that the public subsidy to CSX violates the law.  Other news reports have questioned whether the CSX deal violates the Florida constitution.  Also, some argue that since CSX is running its freight trains over the same tracks, that the freight trains (heavy weights) actually cause a much bigger toll on track maintenance than the running of passenger/commuter trains the state of Florida plans to run.

A careful analysis of the public benefits of both freight and passenger railroad/train travel reveals that the true "public" benefit of government "subsidies" is a very difficult economic analysis which includes:  1) pollution; 2) reduced trucking traffic, 3) reduced car/auto traffic at least on commuter rail projects.

My viewpoint:  There are numerous examples of government's contributing to railroad projects that have a significant private corporate interest co-mingled with a public benefit also.  Each situation requires a careful look--the government should never over-contribute, however government funding may serve to reduce air pollution and foster the goal of reducing car and truck highway traffic.  No comments on the localized Florida issues-those are well beyond my viewpoint here.

Lawyer sues Florida over CSX deal
(The following appeared on the St. Petersburg Times website on March 27.)

ST. PETERSBURG, Fla. — With costs going up and some lawmakers cringing over liability risks, the $650-million commuter rail project for Orlando faces another complaint over its handling by state officials. A lawyer running to be a Leon County Circuit Judge, Mark E. Walker, sued the Florida Department of Transportation this week over a confidentiality agreement it struck with CSX in 2006.

"My visceral reaction is it doesn't smell good," said Walker, whose case says the information isn't exempt from public records laws.

The February 2006 deal let CSX, which is selling railroad for the commuter service, determine what would be confidential under the state's public records exemption for trade secrets. CSX would have to pay the state's legal bills if the deal was challenged.

Walker, who has undisclosed potential clients involved in the dispute, wants a judge to nullify the deal and review any documents that could be made public under Florida's open records law. Walker wouldn't disclose the people who asked him to press the issue. The case sprung from a records request by Rep. Dennis Ross, R-Lakeland, that turned up the confidentiality deal -- but Walker said he doesn't know Ross. Ross couldn't be reached.

Ross and other critics complain the state did not allow the project to be publicly discussed well enough before then-Gov. Jeb Bush announced the deal in August 2006 to buy CSX's rail for $150-million and make freight service improvements with remaining money.

I have not seen this lighting yet but I would think the city will repave Erie Blvd as soon as the construction season starts again, it seems reasonable don't you think?

Erie Blvd could have been repaved last year without tearing up the street, moving all the utilities, narrowing the road, and spending money the city doesn't have on a project that won't lower the taxes one thin dime. When the city officials finally fiqure out that it's not the roads, bldg facades, or the looks of the 2 block area around Proctors but the extremely high taxes that are keeping businesses and new residents from coming to Schenectady it will be too late. When someone is looking to move into an area there are 2 main things they consider: the quality/cost of the school district and the taxes where would you locate.

Actually, the city HAS the money to do the work since it got a Federal grant that can ONLY be spent on this project.  

Secondly, it doesn't make sense to just repave a street when there is a need to upgrade the infrastructure UNDER the street and rebuild the actual road bed below the paving.   If you just repave the top -- and don't fix the other problems .. you end up having to rip up the new pavement to repair infrastructure (water and sewer lines) and the deficient road bed would cause new pot holes to form in short order.

So when you nayboobs finally figure out that the city, county, state and federal officials actually know what they are doing ( which is a whole hell of a lot more than you "armchair whiners" with no actual knowledge in the area of maintaining public works) -- you could quit your constant negativity and complaining --- maybe direct your energies to actually DOING something useful for your community and the world in general.
