SCHENECTADY, N.Y. -- The Schenectady City School District received a School Innovation Fund grant from the state Department of Education.

The district plans to use the more than $2.4 million grant at Lincoln Elementary School. The school will work with a number of partners including Ellis Medicine, Capital Area School Development Association and the Child Guidance Center.

The goal is to create a school based health center, a family empowerment center, provide on-site counseling and mental health services and expand education to support students with learning needs. The school will also use the funding to better prepare students for college and careers.

Schenectady is one of three schools in New York to receive the grant. Newburgh City School District and Rochester City School district were also awarded grants.

I hope they are only talking about mental health services for students. I wonder what will happen to this medical facility when the grant runs out. In thepast, the school system seemed to have a problem keeping a full time nurse in every elementary school.

A school is a place to learn, so will they be prescribing medications, giving vaccines etc etc. This is so wrong. Its up to a parent to take their child to their primary doctor for check ups etc. What a waste of money. Sch'dy schools are so far behind academically so now they are going into the health care field.  Imagine the amount of kids that will recommended for Ritalin. OMG

I'm thinking these three cities have similiar crime, poverty, and household income stats? Probably work out as just more money being thrown away. We can read about the failure in a year or so.

Governor Andrew Cuomo Signs NY Autism Health Insurance bill into Law - 11/8/11
National Autism Association NY Metro is pleased to announce that Governor Andrew Cuomo signed the NY Autism Health Insurance reform bill this past Tuesday, November 1st in Albany. There to witness the signing by Governor Cuomo was Katie Wright, NAA NY Metro Board member, her parents Suzanne and Bob Wright, Alexander Smith and his father, Michael Smith, Chairman of F.A.I.R. (Foundation for Autism Information and Research, Inc.),who worked the hardest on this bill, and Katie Weisman, SafeMinds Board member and her triplet boys. John Gilmore, Executive Director of Autism Action Network who also worked diligently on this piece of legislation stated, "It has been a long struggle and this bill moves us a good distance to where we need to be. It will cover ABA and other behavioral therapy, assistive technologies, and prohibits discrimination against people with an autism diagnosis in providing occupational, physical and speech therapies. On the not-so-good side, it has a $45,000 annual cap and does not expand access to necessary therapies."

This law is the result of years of work by thousands of people across New York State. This bill was signed because of advocacy efforts from the autism community - phone calls, letters, emails and office visits to legislators and the Governor. This effort was also a result of the collaboration of many autism organizations. Please consider writing your legislators and the Governor to thank them for their work in getting the NY Autism Health Insurance legislation enacted.

The law goes into effect on insurance policies and contracts that are "issued, renewed, modified, altered or amended" on or after November 1, 2012, one year after the law went into effect. If an insurance policy or contract is issued or renewed prior to November 1, 2012, the law will not be implied into that insurance policy or contract until it renews (or is otherwise modified, altered or amended), which will likely be a year later, in 2013.

I am not 'blaming' A.S. for his efforts. What I am trying to point out is that since he has been in political office, his legislation has been focused on one thing and one thing only, which appears to be more government regulations and higher insurance premiums.

The rest of the population has issues that also need to be addressed. Highest taxes in the nation, special interest groups, intrusive government, patronage jobs at taxpayer's expense, unchecked DSS fraud, metroplex transparency and the list goes on!

I understand that he has his own personal axe to grind, but there are thousands of other people that he represents, that are waiting in the wings for some attention.

that IS the call for national health'care'---blah blah blah....if ,so and so ,has this and gets this treatment then, I should be able to get this other treatment

the problem are the lobbyists and the publics view of healthCARE.....health INSURANCE is not the same....national health'care' WILL have limits...
no matter what......if anyone thinks other wise---you are mis-lead and refuse to see the consequences........

Community Grants

To ensure that we make a positive impact, the Community Grants Program will focus on inclusive programs and programs for children with disabilities under age 21; academic and enrichment programs at public schools; and programs that provide access to quality health care services and health education for at risk and underserved populations of all ages. NOTE: Requests for CVS Caremark Community Grants are accepted beginning on January 1 and ending on October 31.

Grant Requirements
Please note the following requirements for the Community Grant program:

Qualifying organizations are eligible for grants up to $5,000.
All nonprofit organizations applying for a Community Grant for this type of program ARE REQUIRED to provide their EIN number before they can begin the eligibility quiz.
Organizations must be serving communities where CVS Caremark has a business presence. This includes organizations in the U.S. and Puerto Rico with the exception of Colorado, Oregon, Washington, Idaho, Wyoming, South Dakota, and Arkansas.
All CVS Caremark Community Grant Applications must be submitted online.
The Application Process
Our process requires that all applicants answer a number of questions pertaining to the program for which they are applying before gaining access to the application. These simple questions help us determine if your program falls within our guidelines. Once you select which type of grant you wish to apply for (children with disabilities, health care for the uninsured or underserved, or public schools) you will be taken to an online application tool that will present these prescreening questions.
If you are chosen to receive a grant, we will connect you with CVS Caremark colleagues in your area so that they can participate in your volunteer projects.
Once you pass our pre-screening process and complete the application/proposal form, you can expect an e-mail response within four to six weeks, whether or not your program has been chosen for funding.
Please do not call or e-mail us during the review process, as we will be unable to provide any additional information or status.
All nonprofit organizations applying for a Community Grant for this type of program ARE REQUIRED to provide their EIN number before they can begin the eligibility quiz. Please note public schools do not need an EIN to apply.
Grants to support inclusive programs and programs serving the needs of children with disabilities
We support programs targeting children under age 21 with disabilities that address any of the following:

Health and Rehabilitation Services – We believe that health and rehabilitation services are critical in ensuring that children with disabilities develop the skills needed to live as independently as possible at home, in school and in the community. Our CVS Caremark Community Grants support programs that promote independence among children with disabilities including physical and occupational therapies, speech and hearing therapies, assistive technology and recreational therapies.
Enabling and Encouraging Physical Movement and Play – We believe that play is essential to healthy development — physical, cognitive, emotional and social — and offers a means of understanding the world. Therefore, we are devoted to the principle of free play. The unstructured, spontaneous, voluntary activity that is so engaging for children has long been recognized as the most beneficial form. Proposed programs may include either physical activities or play opportunities for children and should address the specific needs of the population served.

PURPOSE

The purposes of the School Innovation Fund are to increase high school graduation, college and career readiness of high school graduates, college persistence, and college graduation rates by increasing the availability of new high quality seats for students at most risk for dropout, disengagement, and poor academic performance.

ELIGIBILITY* REQUIREMENTS

Local education agencies (LEAs) containing schools that are identified in the NYSED differentiated accountability system as Priority Schools, that are not receiving 1003g-School Improvement Grant (SIG) funds, are eligible to apply for a School Innovation Fund Grant. LEAs can access the listing of preliminary identified Priority Schools, as proposed in New York's Elementary and Secondary Education Act (ESEA) waiver to the US Department of Education (USED), by e-mailing the Department at SIFGRANT@mail.nysed.gov.  It is the Department's expectation that the Priority Schools list will be finalized and released by July 15, 2012. In addition, the local education agency housing these schools must be engaged in an eligible partnership and in proposing a whole-school redesign. An eligible LEA must submit a separate application for each eligible school within the district for which it desires a grant. (Schools that are currently receiving a SIF-Round 1 grant are not eligible to receive a SIF-2 grant). LEAs are limited to a maximum of six (6) awards. A single 2.5-year award may not exceed $2,500,000.

*The State Education Department does not discriminate on the basis of age, color, religion, creed, disability, marital status, veteran status, national origin, race, gender, genetic predisposition or carrier status, or sexual orientation in its educational programs, services and activities. Portion of any publication designed for distribution can be made available in a variety of formats, including Braille, large print or audiotape, upon request. Inquiries regarding this policy of nondiscrimination should be directed to the Department’s Office for Diversity, Ethics, and Access, Room 530, Education Building, Albany, NY 12234.

ADDITIONAL REQUIREMENTS

Applicants must submit a district-wide or identified Priority School Annual Professional Performance Review (APPR) plan to the Commissioner by August 15, 2012. In the case of unresolved collective bargaining negotiations, the district will submit the plan as soon as practicable thereafter. The APPR plan must be submitted with sufficient time to be approved by NYSED before close of business on December 31, 2012. To allow sufficient time (a minimum of 6 weeks), the APPR plan must be submitted for review no later than November 13, 2012. Award and release of grant funds is contingent upon a confirmed approved APPR plan. If an LEA that scores high enough to receive an award does not have an APPR plan approved by the Commissioner by December 31, 2012, the application will be rejected and will not receive funding under this RFP.

FUNDING

Estimated funds available:

$27,000,000 over 2.5 years

Estimated number of awards:

10-12

APPLICATION DEADLINE AND SUBMISSION REQUIREMENTS

LEAs should submit a Letter of Intent (LOI) designating the specific identified schools for which applications will be submitted. The LOI should be emailed to SIFGRANT@mail.nysed.gov and received by July 18, 2012. (Note: The LOI is not a requirement for submitting a complete application by the application due date. NYSED encourages all prospective applicants to submit an LOI in order to ensure appropriate resources are available for a timely and thorough review and rating process.)

Complete applications must be submitted electronically through the Review Room portal available at the following link: http://nysed-sif2rfp.myreviewroom.com. Instructions for submission through this portal are available at: http://nysed-sif2rfp.myreviewroom.com. If there are any technical questions regarding electronic submission through the Review Room portal, please contact Alice Roberson, Project Coordinator, Performance Management Office, at (51 486-2449.

APPLICATION INSTRUCTIONS

By going to the website https://nysed-sif2rfp.myreviewroom.com/, you will be able to create your application account. Click “Sign Up” on the right hand side of the landing page and you will be sent to the account creation page. Once you have created your account, you will receive an email confirmation with instructions.
Once you have created your account, you will be directed to your main dashboard where you may find additional instructions if provided by the ReviewRoom Administrator as well as any tasks that you need to complete in order to submit your application.  You will be able to sign in and out of the room as much or as little as desired.
To log back into your account in the future, go to https://nysed-sif2rfp.myreviewroom.com/, and sign in using the email address and the password you (previously) created.
If any additional resources and/or information about the application process have been provided, you may access these resources with a click on the “Resources” link in the upper right hand corner of your main dashboard.
To complete a task, you must simply click on it and the task will open for you. From there, you will upload the required documents.  Once you have completed a task, you may preview your submission or download it for your files.
Once you have completed all of the required tasks you must click on the Submit button at the bottom of the page to have your application sent onto the review panel.  Here, you may also download the entire document for your files.
PROJECT PERIOD

Initial project period (preparation phase) will be January 1, 2013, to June 30, 2013
The implementation phases will be July 1, 2013, to June 30, 2014; and July 1, 2014, to June 30, 2015
Grant awards will include a NYSED option for a 1-year extension
A separate FS-10 budget and updated work plan must be submitted and approved by NYSED for each year of the project period.  An FS-10, 3-Year Budget Summary, and detailed 3-year budget narrative (that details line-by-line expenses for each year of the project), must be submitted with this application.

Who issues these grants??? All I can think of is Pink Floyd every time schools want to drug up the masses and put them in a pill bottle!

Shame on this grant. There IS a Hometown Healthcenter and medicaide for these kids. Why the he** are we turning an elementary school into a glorified insane asylum.

Health care facilities for children = good. Turning a school into an institution for 'sick' children = terrible idea. What, will they be putting all the "sick" kids in one building? Or will there be a steady stream of patients in and out of the building during the school day? If you are sick, you stay home from school. If you are not sick, but have some kind of disability, you should be able to attend regular school like all the other kids.
Money would be better spent making sure every elementary school has a full time nurse, like they used to.
Also, this is a grant. What happens when the money runs out? Who pays for all this non-educational stuff? Could it be someone looking to cash in when Obamacare is in place? Who could object to medical care for children? Does having low-income parents mean you are disabled?
This is what happens when you choose a social worker to run your school system.

7. something that no one actually knows about no matter how educated we think they are....

to 'mix it up' into the public school system allows for the masses to accept that which they do not understand all for the
vote/power

status quo is the goal.....

ADD to drugs because we lack the ability to turn back the clock to where folks are self reliant.....and require the ability to
fit in a job at GM/GE/hospitals/etc etc......

Let's save money and "consolidate". Put a few elementary school classes in the hospital! If the hospital has to expand into the neighborhood, all well and good, because Ellis Hospital is "good for Schenectady" and always gets what it wants, anyway. Why bother putting an infirmary in the school! Go right to the source! If your parents don't make a lot of money they couldn't possibly know how to raise you right and you need to be a ward of the state anyway, right?
