Incentive Programs, Forms & Publications

    Qualified Empire Zone Enterprises (QEZEs) are eligible for enhanced sales, property, and business tax
credits for businesses locating and expanding in such zones
. The Empire Zones Program provides companies
that increase their employment the opportunity to operate on an almost "tax-free" basis for up to ten years in
designated areas of the State.

    To participate in the Empire Zone Program, one of the following must be true:

        Business is new to New York State
        Business is experiencing employment growth
        Business is purchasing or constructing production facilities

    To calculate potential QEZE Tax credits, Download Excel spreadsheet.

    Prior to accessing Empire Zone benefits, you must register with the Schenectady/Glenville Empire Zone.

    Enhanced QEZE benefits include:

        Sales Tax Exemptions. Qualified Empire Zone Enterprises (QEZEs) receive a 10-year exemption from
State sales tax on purchases of goods and services (including utility services) used predominantly in such zone.

            Register Using form DTF-82 (For Business certified before August 1, 2002)
            Register Using form DTF-83 (For Business certified after August 1, 2002 and before April 1st 2005)
            Register Using form DTF-84 (For Business certified on or after April 1st, 2005
            Access the credit using form ST-121.6 (.02 mb)
            Your contractors may access the credit using form ST-120.1 (.02 mb)
            Contractor Exempt Purchase Certificate
            

            

        Real Property Tax Credit. Qualified Empire Zone Enterprises are allowed a refundable credit against business
tax equal to a percentage of real property taxes paid in the zone (effective for taxable years beginning on or after
January 1, 2001)

        Income Tax Reduction Credit. Qualified Empire Zone Enterprises are allowed a credit against tax equal to
a percentage of taxes attributable to the zone enterprise
(effective taxable years beginning on or after January 1, 2001).

        Other Empire Zone Tax Credits and Programs

        Wage Tax Credit (WTC). This credit is available for up to five consecutive years for companies hiring
full-time employees in newly created jobs. For employees in special targeted groups
, this credit equals $3,000
per year, with a credit of $1,500 per year.

        EZ Investment Tax and Employment Incentives Credit (ITC-EIC). Businesses that create new jobs
and make new investments in production, property, and equipment may qualify for tax credits of up to 19%
of the company's eligible investment.

    Linked Deposit- - Empire State Development offers the Linked Deposit Program, a public-private partnership
that provides businesses with affordable capital based on bank loans at reduced interest rates.
These bank
loans, subsidized by corresponding "linked" state deposits, offer:

        The ability for eligible businesses to obtain loans from commercial banks, savings banks, savings and loan
associations, and farm credit institutions.
        A two to three percentage points savings on the prevailing interest rate for "Linked Loans," to make
borrowing less expensive.
        A maximum loan amount of $500,000 for two years

    Loans - up to $50,000 for:

        machinery and/or equipment
        real property acquisition
        inventory purchase
        working.capital


    New Business Refund. Business new to New York State are entitled to a 50% cash refund of unused EZ-WTC
and ITC amounts. Other businesses may carry forward unused credits indefinitely.


   Real Property Tax Abatement. Tax abatements from assessment increases due to new construction or
renovation. Increases are limited to 50% of the increase in year one, and increase by 5% per year through year 10.

    Sales Tax Refund. Purchases of building materials to be used for commercial or industrial real property
located in an EZ are eligible for a refund of NYS sales taxes. A similar refund of local sales tax may also be
available from the locality.

    Technical Assistance .Each local zone office is staffed with professionals qualified to assist businesses locating
or expanding in an EZ.

    Utility Assistance.

   Utility Rate Savings. Special reduced electric and gas rates may be available through Niagara Mohawk,
Verizon and other utility providers.
Businesses that locate or expand their operations in an EZ may receive
significantly reduced rates.

    Workforce Training. New York State offers training assistance to small and large businesses attempting to
meet the challenge of creating new products, entering new markets and improving production. Up to half the
cost of any training project that creates or retains jobs. Training in new technologies, new skills or new work
processes. Classroom or on-the-job training.

How many millions go into the pockets of the DSS regulars as compared to the millions of taxpayers dollars which are stolen to line the pockets of the:

connected developers,
connected architects,
connected real estate brokers,
connected restaurant owners,
connected political wanna-be's?

My bet is the connected political scum make out better.....

Romney was right about the 47 percent, he just didn't understand that there are plenty of freeloaders who pay taxes, and some non-taxpayers who nonetheless contribute to society. The two groups (those who don't pay any taxes, and those with the sense of entitlement, who take) overlap, but the 47
percenters aren't who he thinks they are.

I accidently went into the city Price Chopper this weekend. It was predictably full of entitled types who were transplanted by design from NYC to make it nice for the 1% types. I know what poor people look like, and the people busy spending their "benefits" just don't have that look, like someone who needs to be taken care of by others. Rather, they are a drain on both the taxpayers and on the actual needy class, because resources get stretched to cover both the helpless and the entitled.
I know this has been said before, but it is so discouraging. I heard a remark from someone over Thanksgiving weekend - "downtown looks beautiful!" but of course it was said by someone who moved far away from the three ring circus that is Schenectady and doesn't even recognize the blatant signs of what is going on. Money comes from somewhere.

there are many 'already existing businesses' that are pi$$ed with all of the tax exemptions the 'metroplex' businesses are receiving.

some of these 'already existing businesses' have gone under.

It's quite obvious that the dems and plex are geting very worried, the cheerleader must have been sending them to this site, and stuff is spreading to the newspapers and facebook sites that's bringing out the truth about how the taxpayers in the city are being scammed.

So now this is nothing but a desparate attempt to save themselves, to make it SEEM like good is coming out of these pilots.  But what they REFUSE to divulge is how much money is being lost by the failure to pay their full share of taxes, and they REFUSE to divulge the true effects on the city---how home values have plummeted, how taxes are the almost the highest in the country, REFUSE to divulge how many houses sit for sale that are vacant because the occupants have left, they REFUSE to report in the story about the pilots that homeowners cannot sell their homes because they are subsidizing these places.  

And WHY to the dems and plex REFUSE to state the incomes of the property owners, the FACT the property owners do not need such a tax exemption because of their wealth.  

It's too bad that the average people can't see beyond the new buildings downtown.   A massive expose is critically needed that will inform the residents of the city how the multi-millionaires are getting fancy new buildings (or renovations) on the taxpayer dime and then getting tax exemptions while the homeowners are paying for that PLUS have to foot the bill for their own repairs and renovations with no tax exemptions!   And such a report must present the true facts, such has now the taxpayers footed the bill for apartments downtown that sit vacant, etc.

Get the read facts out there!  





Optimists close their eyes and pretend problems are non existent.  
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.

I agree, there are signs that people are waking up. You can't fool all the people all of the time, but unfortunately those who aren't fooled and live here are outnumbered by the fools and those who benefit from the status quo. It's still wothwhile to get the message out there, because when it starts coming from outsiders as well, it might get through to some of the delusional voters and get them to go to the polls next time.
The article about Jack's Place, in the TU? Those who commented did not have a vested interest in Schenectady, for the most part, and they could see that something was very wrong with the real estate situation in the city. The local paper can publish all the propaganda in the world, but the large, tangible FACT of that house is there for all to see.

Koetzle pointed to Target, which recently opened its doors in Glenville. The PILOT doesn’t kick in until next year, and Koetzle argued the town is “getting no more revenue in the short run” on the project. He acknowledged the town would realize more revenue in the future but said in the meantime, residents are left to bear the burden.

In other news, Glenville just announced it's taxes just went up!(Target not included)
