Doesn't excuse him driving 5 or 10 miles with the guy stuck in his roof rack.

The drivers actions are insane - so if someone is out ridding their bicycle at night with no light -better be careful.

If the driver just mowed the guy down from the back-  thats different than if the guy on the bicycle was driving the wrong way with no lights on the bike

NYS law states that bicyclists must ride in the same direction as traffic, not facing them.
Which actually makes a lot of sense.

ALBANY -- New York state troopers are turning to social media websites to update New Yorkers on public safety information and request tips on investigations, the state's police force announced Monday.

New York State Police launched an official Facebook page and Twitter account earlier this year and urged the public Monday to participate.

The websites will be used to post information about the units and members of the police along with updates about arrests, closures and traffic safety.

"Facebook and Twitter give us a chance to directly communicate and interact with the people we serve across New York State," Police Superintendent Joseph D'Amico said in a statement. "Not only will we be able to get important public safety information out quickly, but New Yorkers will also get to know more about the work our troopers do in their communities."

Police will also ask citizens for information about crimes and provide phone numbers they can call.

Police already began requesting assistance for identifying individuals and providing information for certain cases on Monday, circulating a sketch of a possible suspect in a Thursday stabbing in Hyde Park, Dutchess County.

Kristin Lowman, a spokesperson with the state police, said Monday the website are not to be used as a forum to report emergencies or provide tips; rather, they are an outreach opportunity for the police.

Frankie Bailey, a criminal justice professor at the University at Albany, said the rise of social media has allowed police to connect with people who they might otherwise have difficulty connecting with.

"It seems that police have become aware of the fact that social media allows them to release the public that they may not be able to reach in other ways," Bailey said. "Young people use social media, and it allows police to bypass traditional media in terms of outreach."
