Prior to his hiring, there'd been some controversy over Kilcullen living in Milton. Mayor McCarthy said he would not hire a chief who didn't live in the city. But a compromise was reached.

"I'm going to be staying at my parents’ house every time I work," said Kilcullen. "There are some weekend commitments at my family's home in Milton, but I will be in Schenectady every night I work."

To ease any residents' concerns?

"I'll be accessible," he said. "Feel free to call anytime."


Love the way they are spinning this.  Its not about accessability, it is about living here.  We can still call you while your in Milton?!?!?!?!??!?!?!

So let me get this straight.......Kilcullen is going to 'sleep' at his parents home during the week???

First.....who is going to follow him home at night to make sure he does?

the city doesn't follow through on ANYTHING....why would they start now?

I would suggest that they take that 'residency law' off the books before the city ends up with a law suit.

Residing within the City is not a law.  The Police Chief, based on the exam announcement, is not required to live within the City.  If you're going to cite the law - you need to make sure you know it and
undrestand it.

BTW, the Fire Chief does not live in the City - you might want to ask why it became an issue for the Police Chief.

New Schenectady police chief to sleep at Mom's

SCHENECTADY, N.Y. - (AP) -- City council members say Schenectady's new police chief will sleep at his mother's house in the city on work nights rather than go home to Saratoga County, to meet the mayor's residency requirement.

Long-time police department employee Brian Kilcullen was promoted to chief on Monday. The 48-year-old Schenectady native has been assistant chief since 2008.

Mayor Gary McCarthy had said the next chief should live in the city because of the message it would send if the chief refused to move there. The Daily Gazette of Schenectady reports (http://bit.ly/VyamTX ) that Kilcullen didn't want to move from Milton, a half hour north, because his 11-year-old daughter would have to leave her school.

City council members tell the paper that Kilcullen agreed instead to stay at his mother's house on workdays.

The problem visitor is that Mayor McCarthy should be an expert in the law but isnt.  He plays dumb when necessary especially when it can help him get elected.  He should not run his trap saying that he will require it and then not follow through.  The average public and voters dont know the law and they trust that when he says something he knows what he is doing.  Well they were misled into thinking things will change.......

Police overtime will continue to skyrocket.....your Union will make sure of it.  They want more members....fluff the overtime and eventually you will get it right?   Eventually, you and your fellow public servants will implode the city.  All your Teir 5 "concessions" are just stall tactics.  Greed and entitlement will get you.  Pigs get fat.  Hogs get slaughtered.  Name a few reputable and sucessful companies that still offer a pension to new employees, that still cover 95%+ of their employees health and dental, that allow unlimited sick time, who have such a high percentage of active employees on paid leave, who give guaranteed raises regardless of performance.  None.  Infact the FAT CAT federal employees dont even get a package like the Schenectady employees do.  It's sickening.

TiB - You are poorly informed.  Tier 5 was a huge concession.  It restricts the abiolity of hourly union employees to inflatye their pensions with overtime.  Go to the retirmenet system website and
educate yourself.

Union does not contron OT.  If it did, the Detectives overtime budget would not have been reduced by about 30% over the past 3-4 years.  The uniformed OT is driven by short staffing and the need to put extra officers on the street.  The Command Staff are non-union, those salaries are not that high but in order to establish a standard benefit package - they paid some of them out for earned sick leave.  As of now, and from this point on, they cannot cash out sick leave.

And, unlimited sick leave - which was not unlimited, is a thing of the past.  None of the uniformed officers are entitled to that, they get earned sick leave.

Nice try.  Teir 5 is a hugh concession in your eyes.  The changes are minimal.   Name one that isnt.  The problem is that they look like concessions due to the bloated state it was already in.  What percentage of healtcare does a worker pay now?  What is the minimum raise that a Tier 5 person would get?  How does that compare to the private sector?

The Union doesnt control sick time but it does prod the memebers in a direction to get what it wants.  It wants members, happy paying members.  Hours worked and productivity are not linear.   Look up the economical term of Utility.  You think that an officer who is working their 60ith, 70ith or 80ith hour has results worth the money.  Infact they are a liability to themselves the community and the city.  I do not want someone who is consitently on hour 16 chasing after criminals.......filling out shoddy police reports......making judgement calls.  Do the officers take required lunch breaks as required by law or do they "work" through them?  

They accumuate sick time at a rate unheard of anywhere.  You yourself said a portion of it is paid out if not used.  Okay maybe sicktime is not unlimited because they get almost unlimited "Short Term" Disability after a certain portion of time?  

The Union workers at Hostess thought they maid concessions as well.  How did that work for them?  

visitor.  Can you educate us on the fairness of paying these officers this much money......they cant even police themseves.  The strippers arent illegal but did anyone in higher ranks put pressure on those idiots....tell them that they are roll models, husbands and fathers and sons?   Sad to say that my children look up to the police.  Good thing they are too young to read still.

There should be no cops living outside the city.

Proper leadership would respect the will of the people.

Millions of payroll dollars are leaving the city in the form of wages to police outsiders.

If police had to live among those they protect and serve, they would not be so disrespectful and
so eager to destroy families and entire neighborhoods.

They have become an occupying force in an undeclared war, more commonly known as a police action.

They take the credit for declining crime, when they know full well it is declining everywhere due to massive
technology improvements.

They have bankrupted the city budget and take their millions out of the city.

I say no imported cops. Promote the senior city resident to chief and as his first action, make him
force the others to return to the city or be fired for failure to comply.

If I was the senior city resident on the force, I would sue the city for nepotism and
failure to follow the rules for hiring and promotions.
