DEM morons padding their bloated pension with no military, no business experience and no management expertise. Anywhere else citizens would go on a nationwide search for a new Mayor. Plenty of good cops who demand some support from these political idiots. BTW, not one penny of principle has been repaid on McCheeses's Folly on Foster Avenue. With interest it will cost City property owners over $45 MILLION.

City native has spent career in police department

Schenectady will have a new police chief on Monday.
City Council members said the mayor is “strongly leaning toward” Brian Kilcullen, an assistant chief in the department.
Kilcullen, 48, has spent his entire career at the Schenectady Police Department. He was hired in 1994 and became the oldest recruit at the police academy — he turned 30 just days after he was hired.
    That’s ancient at an academy filled with 20-year-olds, he recalled with a laugh.
    But he showed them: He won the physical fitness award at graduation.
    Since then, he has won numerous awards for service and merit, as well as letters of commendation. His most recent award was for arresting a burglar armed with a double-bladed ax.
    “I took him into custody after a physical confrontation in which he refused orders from police,” Kilcullen said.
    That arrest was in 2008, the same year that Kilcullen was promoted to assistant chief.
    He oversaw the patrol division until May 2011, when he rotated to oversight of the investigative division.
    Kilcullen was promoted to sergeant in 1998 and served as patrol supervisor until 2001, when he was promoted to lieutenant. He served as patrol platoon commander for the day shift and department spokesman.
    He is a Schenectady native, graduating from Mont Pleasant High School in 1982.
    He holds a bachelor’s degree in marketing and management from Siena College and a master’s in public administration from Marist College.
    Mayor Gary McCarthy initially balked at promoting anyone to chief because none of the candidates up for promotion lives in the city. By Civil Service law, he had to choose between Kilcullen, Michael Seber and Patrick Leguire, all assistant chiefs. They were the only ones to take a Civil Service exam for the position.
    McCarthy said he felt the next chief had to live in the city, questioning the message it would send if the chief refused to move here.
    City Council members said Kilcullen has agreed to stay overnight at his mother’s house in Schenectady on workdays, but he will not move his family from their home in Milton. He would go home on weekends, council members said.
    Kilcullen’s commute from Milton in Saratoga County is about half an hour.
    Kilcullen said he didn’t want to move to the city because he would have to move his daughter, 11, from her home and school, council members said.
    Kilcullen declined to discuss the matter until Monday’s announcement. The mayor will announce his new chief at 11 a.m. at City Hall.

Yes, just MORE EVIDENCE that even the police chief himself knows how BAD it is in the city.   The school system sucks.   As the head of the police dept, he knows that, despite the DV claiming that the FBI says crime is going down in Schdy, crime is actually going up and Kilcullen is not willing to put his daughter's life in jeopardy.

So he will commute on weekends home.   And when a murder occurs on a Saturday or Sunday, the  city homeowners will have to shell out more money for a car for him to speed down whatever route he takes to commute to the city to address such an emergency.

Great, huh?

And McC still REFUSES to acknowledge that the taxes are too high because of downtown!






Optimists close their eyes and pretend problems are non existent.  
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.

for the few policemen who are legit and just want to do their job....kudos to them.....too many chiefs and not enuf Indians.....meaning....few rape the payroll dollars.....

If he wants the job, the big salary, the good medical benefits for his family and the many other perks....well then his family needs to be in this City...it's a RESIDENCY LAW and the police are the last people who should be breaking it!!!

There are PLENTY of private schools, gotta' pay to play in Schenectady and that goes BOTH ways!!

McCarthy told me to my face that he would enforce the law. Saying one thing and doing another is called lying. Who cares about this guy's personal resons (excuses) for not complying? Hire someone else. We already have too many cops who think they run the show.
Who posted that letter critical of the residents for wanting snow plowed properly? I think that's what set me off.
McCarthy should resign. He is not up to the job. He's just there trying to hold the whole stinking system in place a little while longer so the the leeches can get theirs and get out.
Maybe we taxpayers can file some kind of lawsuit. City workers, especially cops, have been kicking us in the teeth for too long.

imagine the homeowners who cannot afford their taxes and lose their homes and have to move, THEY have to move their families to other neighborhoods and cities  

If he does not want to move into the city then the mayor should find someone who does live in the city, do any of the cops actually live in the City???

Isn't it big of this guy to tell us he will make a small gesture toward acting as if he is obeying the rules?
Why isn't the council explaining what a longtime Schenectady cop was doing in Milton all along? Using his daughter is an excuse. How low. He should have to fork over the school taxes to the Schenectady system that he would've been paying all along had he been following the law.
These people all make me sick. Time for bankruptcy.

I have a family member who was up for promotion with a big corporation. His kids didn't want to move. Guess what? They got used to it.
Why are we letting civil servants dictate terms to us? That would automatically disqualify someone, IMO.
Why do I think this wouldn't be an issue had Roger Hull been elected? Maybe Gary could appoint Roger deputy mayor and then find some excuse to quit. The job of mayor is too big for him. He needs a graceful way to bow out.

Non of the candidates live in the city.

Rachel and others.  

First, I do not live in the City and understand why many think someone who draws a salary should live in the City.

Second, let me clear up a few misconceptions.  The police are not contractually required to live in the City.  They forfeited the right right to get a holiday bonus during their first 6 years of employment if they move out of the city.  

Third, the City offered a test Open Competitive which required the applicant to live in the City.  The Promotional Exam was given to in house candidates and did not require it.  No One signed up to take the open competitive.  My understanding of Civil Service Law is that the Mayor  cannot mandate requirenmensts of employment that were not in the etst announcement.  

Personally, while I understand why peopel think the Chief should live in the City, the most important requirement is that the best person should be hired for the position.  Based on the rumors, I think the  Mayor is making the right choice.

So, actually Kilcullen, if he is the choice, is actually doing something that is above and beyond what the law required.  I do not think he should be required to stay at his parents as long as he does the
best job possible.  Focusing on where he and his family live is not the most important requirment for a Chief.

Yeah that was a game changer I'm sure, give me a break. I don't blame anyone for wanting to live outside this city but when it comes to our servants it should be mandatory, they should have a stake here to give them the motivation to make a difference. What motivation do they have when they know at the end of the day they can go back to the other side of the tracks, they have none.
