fee?
I think what is really happening is that the water sewer and garbage personell will start doing alot of things not related to their departments. The fees will be running the city. Big shell game. Fact is that the water and sewer departments are showing surpluses in their balance sheets. |

Then they should be doing something productive with the surplus like, I don't know, maintenance and updates maybe? Schenectady looks like a third world country every time it rains. |
