OK, just say for example, my name is Tony Soprano construction.
I take ownership of 50 homes for 50 dollars.
I remodel them and sell them at a profit of one dollar each to all my family and employees. Plus the agreed upon members of the families of the council and mayor.
I of course have to drop off envelopes to the council members and the Mayor thanking them for doing business.
The city will get another whopping 50 dollars and the Mayor/council stooges get my protection plus thank you gifts.
