Wow did you guys read this, now the Schenectady PD is stalking whistle blowers and Mcarthy is playing dumb.


I believe somewhere on this forum I may have pointed out that something like this might occur. I also believe that another member pointed out to me, and to paraphrase "it would be unlikely", and that when I pointed out Mr. Cuthbert could be made uncomfortable for being forthright and honest, and once again paraphrasing, "that would never happen".

I am no seer or fortune teller. I am an observer. I take nothing for granted. In the cesspool that is Schenectady County politics nothing surprises me.

It seems to me there is an almost prepubescent style to some of the things that go on here. I wonder if those who post here are adults wishing to engage in meaningful dialogue about the very serious issues we face, or sick and twisted individuals who would rather complain, mock and act in a childish manner.

I once again question why I took the time to register and express my opinions. For now I will persevere and hope that the members here adopt a more adult attitude.

Closer look at Schenectady's assailed tax-sharing pact shows it is like others in N.Y.

SCHENECTADY — It turns out Schenectady's new controversial sales-tax sharing deal is comparable to other agreements locally and statewide, according to a Times Union analysis.

Schenectady city budget analyst Jason Cuthbert this week lambasted his boss, Mayor Gary McCarthy, for agreeing to accept only $600,000 more in sales tax receipts next year from Schenectady County. Cuthbert's argument was not that the city could collect more on its own, but that it deserves a larger slice of the sales tax pie after the county's share grew from $25 million in 1998 to $60 million this year. In the meantime, the city's revenue stayed around $11 million.

Some New York cities fare better in the deals with their counties. Troy's pact with Rensselaer County is a lucrative one — the city gets 19.6 percent of the county's total sales tax receipts — compared with the 12.5 percent Schenectady took in last year. Batavia, a small city in-between Buffalo and Rochester, gets 16 percent from Genesee County, according to a 2010 report by the state comptroller's office.

But other cities get about the same share as the Electric City or less.

In Ulster County, Kingston gets 11.5 percent of the tax total.

Albany got 12.9 percent last year — $29.7 million from the $230 million total taken in by Albany County. County Executive Dan McCoy recently floated the idea of the county keeping more of the collection, but the proposal was rebuffed by legislators.

Some municipalities' sales tax arrangements are predicated on population — a bad deal for some upstate cities where the census count continues to fall. Last year, Broome County, stung by declining sales tax revenue, lowered the maximum amount of sales tax that Binghamton and towns can receive.

Saratoga Springs and Utica collect sales tax themselves. The reasons for imposing what is called a pre-emptive sales tax can vary, from cities believing they'll make more money to political conflicts that make county deals impossible.

Schenectady's sales tax agreement, which was approved by a vote of four to two by City Council Monday night, guarantees the city's $11.7 million take will not be diminished over the next eight years, and the county promised to increase the city's haul annually by whatever percentage increase the county enjoys. In 2011, the county saw 7.9 percent sales tax growth.

But Cuthbert, who as of Tuesday still had his job with the city, said what's important is the total percentage of sales tax that the county keeps for itself and holds back from cities, villages and towns.

Albany County holds back 60 percent for itself. Schenectady County, however, keeps 67 percent of its total sales tax haul, Cuthbert said.

"I don't understand why it takes so much more for Schenectady County to operate," he said. "All the other counties have the same unfunded mandates."

Henry, I do recognize the sometimes hopeless feeling one gets when it seems our supposed leaders continually botch the fiances and the operation of our City, towns and County. I see no reason however to resort to the childish actions that pervade the dialogue here. You yourself must admit that even your simple sharing of historical artifacts took turns that were uncalled for.

I agree, in my case that was the troll I was warning you of. Thank you Henry. I was unaware that in addition to a rather convoluted registration process, I would also be required to go through a testing period. Would there also be a written exam to test my worthiness? And yes that last statement was typed tongue in cheek.

You seem to be an outstanding person Henry. I look forward to further interaction.

The horrible nursing home finances, the massive patronage mill the democraps operate (they even have a PR director who they hired from Planned Parenthood as a favor and nod to that group to keep the base happy), and massive raises for favored management cronies such as Death Ray, Capo Gardner and select others, Coupled with the most lucrative and above-state-mandated welfare that a slacker could grab anywhere upstate and you have an operation that spends every penny of any excess that comes in. Have to agree GB...total incompetence!

You have a City who has time and time again opened up a free-business-tax-exempt-Metroplex-downtown (which has totally decimated the tax base and has rendered the property Downtown useless) and the City does not argue that point to the County??!!! WTH!

$5 million in the hole, the City is a welfare state for the social service crowd, the tax-exempt for-profits and the tax-exempt non-profits.

The County bails on the City (and the City stooges bed over), the businesses laugh at the City and the only people keeping this afloat are the triple-taxed property owners.

As a City property owner, I've personally seen and have paid enough for this incompetence.

Bad to compare to other counties.

Let's have the details of the other cities:

Financial picture of the city - how much in the whole
Where are these cities on a descending list of the highest taxed.  Schenectady is on the top
What has happened to the tax base in these other cities over the years?
How many millionaires are exempt from paying property taxes
What has happened to the tax base of these cities
What's happening to the home values of these cities?
What is the typical household (from ALL wage-earners) income in these cities
What kinds of fees to they have on top of taxes?  
What is the graduation rates of the schools
What is the crime rate in these cities?
What services to the residents have in these cities
What essential services have been eliminated in these cities
What percent of department heads in these cities live outside those cities
How many employees get free city cars and cell phones?

Well?


Optimists close their eyes and pretend problems are non existent.  
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.

Actually yes, in a week you should receive a package which will contain ink, syringe, test tube, and a long form you must fill out. The ink is for your fingerprints, the syringe is for a DNA sample we must collect which you can mail back in the test tube, the long detailed form is so we can do a background check. When everything is clear we can then allow you to know the secret handshake, that is when you are a official member of the site

I must warn you I have no fingerprints. My years of employment in a facility which produced hydrochloric acid have rendered them unrecognizable. I was unaware that wearing gloves was a requirement. My fear of needles will not allow for the DNA testing. Please send a swab. Cherry Flavored. The background check is unnecessary. After all these years I am free to admit that I was employed by the CIA from 1954 until 1970. After which I worked closely with G. Gordon Liddy on the 1972 reelection campaign. Having accomplished the mission I was given, I spent 12 years in the Amazon mining gold. It was a wise decision, as I am now very well off and can spend my remaining years in great comfort.

I look forward to receiving the swab for the DNA and completing the registration process. I also look forward to learning the secret handshake and becoming a true and trusted member of this illustrious community.
