19 people shot in overnight shootings across Chicago

Nineteen people were shot across the South and West sides from Thursday evening through early Friday morning -- 13 of them wounded over a 30-minute period, authorities say.

The overnight shootings peaked between 9:15 p.m. and 9:45 p.m. That's when eight people, many of them teens, were shot at 79th Street and Essex Avenue about 9:30 p.m.

Then two men were wounded in the Ida B. Wells / Darrow Homes complex at about 9:25 p.m., police said. The men, 27 and 33, were shot in the 600 block of East 37th Street and taken to the University of Chicago Hospitals, police said. The younger man was shot in the head and the other in the right arm, Gaines said.

Around the same time, two other men were wounded in the arms in a drive-by shooting in the 2900 block of West 39th Place in the Brighton Park neighborhood.

About 15 minutes later, a 24-year-old man was shot in the leg and taken to Jackson Park Hospital from the 7200 block of South Jeffery Boulevard, Gaines said. He was treated and released. The man told police he was talking on his phone when he heard a single shot and realized he was wounded.

Earlier Thursday evening, four men were wounded in a shooting in the Little Village neighborhood about 5:20 p.m. Thursday, police said.

They were walking in the 3200 block of South Kedzie Avenue when at least one person inside a vehicle with three others opened fire, police said, hitting the group. Three 19-year-olds and a 22-year-old were wounded.

Just after midnight, a 17-year-old was shot in the back and taken to Stroger Hospital in serious condition, police said. He was walking in the 7100 block of South Vincennes Avenue in the Englewood neighborhood when someone inside a passing car opened fire, police said.

Another 17-year-old was shot after 1:30 a.m. Friday in the 3500 block of West Grenshaw Street in the Homan Square neighborhood. He's in good condition at Mount Sinai Hospital. Someone walked to him and started shooting, police said.

Lawsuit: Man shot by Chicago police 'without cause'

A Chicago man is suing the city and six Chicago police officers because he says he was shot twice “without cause” while he was unarmed in the South Austin neighborhood last August.

Richard Keeler filed the lawsuit in the Cook County Circuit Court on Thursday that names the city of Chicago and six police officers.

According to the lawsuit, Keeler was the victim of battery, excessive force, no probable cause for arrest and malicious prosecution.

About 3:25 p.m. on Aug. 30, 2011, Keeler was chased into an enclosed stairwell on the 900 block of North Parkside Avenue “without good cause,” according to the lawsuit. Before Keeler was chased and cornered, he violated no law or ordinance, the lawsuit says.

Keeler’s attorney, Michael Hedrick, said Keeler was shot twice by the officers while in the stairwell. One shot took off his right pinky finger while he was blocking his face, Hedrick said, and the other went into his chest.

Keeler was unarmed at the time of the shooting, according to the lawsuit. Keeler is about 20 years old, Hedrick said.

The lawsuit alleges the police officers “knowingly and maliciously gave false information to police investigators” after shooting Keeler, eventually leading to his arrest and charge with aggravated assault.

“The police officers shot him twice without just cause, and when they realized they made a mistake, they had the audacity to charge him with aggravated assault,” Hedrick said. “(The charge) is nothing more than an attempt to divert attention away from their police misconduct.”

Roderick Drew, spokesman for the city of Chicago’s Law Division, said the city had not been served with the complaint yet and had no comment Thursday.

Federal Agents To Assist Police In Fighting Crime On South, West Side

Mayor Rahm Emanuel announces plans for federal cooperation with fighting crime in the Harrison and Englewood police districts.

CHICAGO (CBS) — Mayor Rahm Emanuel and police Supt. Garry McCarthy on Friday announced partnerships with federal law enforcement to reduce violent crime in police districts on the South and West sides.

Police in the Englewood and Harrison districts will partner with the FBI, the Drug Enforcement Administration, the U.S. Marshals Service, the U.S. Attorney’s Office and the Bureau of Alcohol, Tobacco, Firearms and Explosives to conduct joint investigations, share information, and stiffen penalties related to federal prosecutions.

“We’re putting partnerships, practices, and resources in place to make our communities stronger and more secure,” Mayor Emanuel said in a news release. “These partnerships with federal law enforcement agencies are another tool we will utilize to fight crime and reduce violence in our city.”

The Harrison District includes the East and West Garfield Park neighborhoods, as well as parts of Humboldt Park and North Lawndale. It is also poised to be combined with the Wood District, which includes Ukrainian Village and West Town just to the east.

The two districts combined account for nearly 25 percent of the murders and shootings citywide last year, and nearly a third of violent crimes in the first two weeks of 2012.

Under the new partnership, the U.S. Attorney’s office will partner with the Cook County State’s Attorney’s office to review all gun cases in the two districts and identify which ones warrant federal prosecution.

The FBI will assist Chicago Police detectives in investigating shootings the districts, and the DEA has dedicated three teams to work alongside Chicago Police Gang Intelligence and Narcotics to help take down drug markets.

The U.S. Marshals Service will go after fugitives, the ATF will assist in shutting down the illegal gun trade in the districts, and the Internal Revenue Service will go after targets in the two districts for proof of their source of questionable income, the city said.

“Violence in our communities transcends neighborhood boundaries and must be confronted with every available resource,” McCarthy said in the release. “Alliances with our federal law enforcement partners will extend the reach of our crime-fighting plan and reinforce comprehensive efforts to realize and sustain results in violence reduction.”

Last month, Mayor Emanuel announced plans to saturate the Englewood and Harrison districts with uniformed police patrol officers, to beef up the Narcotics Division so they can investigate and eliminate violence-prone areas, and to allocate significant resources to gang enforcement.

McCarthy said the targeted enforcement program seems to have led to a drop in violent crime in the district, but it is too early to draw conclusions.

“These become benchmarks – you know, a day without shootings, 56 hours without a shooting like we did a couple of days ago, a week without a murder in this city – these are benchmarks that we build upon our successes,” he said. “That is not declaring victory.”

Police said they planned to target problematic licensed establishments and dismantle the most violent gangs in each district. Local churches and community groups are assisting the Police Department in its efforts.

Not if you're convicted of a felony.  Maybe they'll make sure they just get put in as a misdemeanor.  Also, if someone is shot within the time leading up to the election, does the shooter go and vote for them, until someone else takes up the possible vote?

putting people really close together in cities is stupid....the aggravation space isn't enough....not to mention the 'worries' of where
the next cheap check will come from....waiting for other folks to get your food for you can make a person 'at the edge'.....

I said that 20 years ago when I saw how many times they handed out variances to squeeze anther home in.

If they stuck with 100 ft of frontage, people wouldn't be shooting their neighbors for farting too loud.
