Rare but specific?  How many extrajudicial CIA executions constitute rare?  The U.S. has been conducting these kill missions in multiple countries for years, with an unknown number dead.  Due process is not just overlooked, it is policy.

So the Constitution can be ignored whenever the government secretly decides it is appropriate.

Drone executions are basically for the people too lazy to do it the hard way.

There exists no direct threat.

They just pick and choose at their leisure, who lives or dies.
