So the Schenectady city school district put a budget vote to the voters telling them "the levy is going down" which would allude to no increase in taxes, right?    And it was that belief that those who bothered to vote, chose to vote "yes" for a seeming reduction?

You remember I posted last week or so that the assessed value went down by some $77 mil.    So the city school tax rate for people in the city has gone up by just about three percent!!!!!   It will be $21.53   YES, I WAS very close.

And of course, many dimwits of the city hear that lame excuse for a gov, "prince Andrew" says he put this so called "tax cap" of two percent.  

Just like DV proclaimed several times that the county taxes are lower than 50 years ago, but despite several requests, HE REFUSES TO PROVE IT!!!!!!   That proves that he is not and has never been a homeowner/property taxpayer--not ever.

    After closing a middle school, changing every school’s hours and reducing the availability of electives at the high school, the Schenectady City School District Board of Education unanimously adopted its 2012-13 budget Wednesday.
    The $156 million budget includes a tax levy slightly smaller than this year, but because property assessments have gone down, taxes will likely go up. The amount has not yet been calculated, as assessment challenges continue to change the city’s total value.

That so called "mayor" in the city of Schenectady, remember how he said he lowered property values by 4%.

What that means is that a house with an assessment value of $150,000 winds up having an assessment value of $150,000 after the "property value is lowered by 4%"

So the city homeowner paid the school taxes for 2011-12 based on an assessment value of $150,000.

Now that the new tax rate is set, and the tax RATE increases, for this 2012-2013 school year, the homeowner will pay the increased tax rate based on an assessment value of $150,000.

NEVER NEVER NEVER NEVER NEVER does the homeowner have his/her tax BILL calculated based on a "property value reduced b y 4%," in this example $144,000.

ALBANY — State math and English exam scores increased statewide but some local districts continue to lag.

About 55 percent of students in grades 3-8 met or exceeded the state English standard, which is an increase from nearly 53 percent last year. The percentage of those exceeding the state standard in math increased from about 63 to 65 percent.

In Schenectady, less than one-quarter of eighth graders met state standards in English and less than 30 percent met the goal in math. For third graders, the scores was about 35 and 40 percent, respectively.

State Education officials were pleased with the progress but said more needs to be done.

Less than one quarter.  How does the state allow this to continue?

Less than one quarter can read, less than one third can do math.

And 0% have a choice of education in the city anymore, unless they their parents are really rich.  

Maybe DV will pay for some of the kids to go to Catholic school outside the city.   Oh, his two mommies pay the bishops appeal which goes to the schools, yeah, a lot that helps when parents have to pay upwards of $5,000 a year for tuition and they are paying more than that for taxes.

And the parents in Schenectady, in return to paying Philip Morris' Proctors' tax bill, and in return for paying his illegal STAR exemption, Morris doesn't give one penny to help the parents send their kids to schools other than Schenectady government schools

Of course taxes will go up when fewer are paying and McCheese is throwing another 700 families out into the street for tax foreclosure. Where are the City School tax bills? Reduced assessments push hike to 3 percent in city

    The numbers are out, and property owners in Schenectady will pay about 3 percent more in school taxes this year, despite the tax cap.
    The average homeowner, with a house assessed at $100,000, will pay $2,154 in taxes during this school year. That’s up $64 from last year’s bill.
    The tax rate is $21.54 per $1,000 of assessed value in Schenectady. For those in Rotterdam, the rate is $22.42 per $1,000.
    School board President Cathy Lewis said the rate went up when city officials unexpectedly announced that Schenectady is overassessed. The city assessor set the equalization rate at 104 percent, which automatically reduced all property assessments by 4 percent.
    That left the school district in a bind. It had already done its tax levy calculations based on the old data.
    “Part of that [tax increase] is attributable to the reassessment,” Lewis said.
    She added that the district did cut the total amount it collects in taxes. This year, the district will collect $52.1 million, down from $52.3 million.
    Schenectady’s school budget passed by a huge margin, with 74 percent in favor out of about 1,600 voters. In exit polls, many voters said they were happy the district did not increase the tax levy in the $156 million budget.
    But some said the school board cut too much. Some parents organized rallies at Oneida Middle School, which was closed to save money.
    Some students were transferred to Mont Pleasant Middle School, the only remaining middle school in the city. Parental response was mixed — some said they didn’t want their children studying with what they perceived to be poorly behaved or less motivated students. Others were pleased to have a middle school, which they said would offer better science laboratories, workshop space and sports.
    School officials are working to redesign Mont Pleasant as a school with advanced courses.
    Many students, however, will never attend a middle school. They are now being redirected to several K-8 schools, created this summer out of elementary schools. Many parents have praised K-8 schools, saying they encourage adolescents to behave better and mentor younger students. Others say teens and kindergartners shouldn’t mix.
    There is not enough data yet to calculate whether students perform better in traditional middle schools or at K-8 buildings, but the issue is being studied around the country. In Schenectady, the K-8 Central Park International Magnet School won over parents, to the point where other parents told the school board that they wished their children could attend a K-8 school. School board members are hoping the new K-8 schools are equally popular.
    The board also changed the hours for every school — which saved money on transportation costs — and reduced the availability of electives at the high school. The high school will also offer a shorter day to those students who do not choose to come in early or stay late for electives.
    Outgoing Superintendent John Yagielski said that change could lead to better classes.
