This is just like everything else, they let it get out of control before they think of addressing the issue.  The weeds were only 1 inch tall and few then they grew and seeded and multiplied and now its an issue.....Close city hall.  Part it out and sell it.  I am sure they can have the council meetings in one of the many garages at the Taj Garage or Proctors!
