One of the great stories in New York state in the last 20 years has been its dramatic drop in crime.
In the Capital Region, that story is suddenly not looking so great — and not just because of a recent spate of violence in Albany in which seven people have been shot, one fatally, since May 12.
Rather, the details come in last year's numbers from the state Division of Criminal Justice Services.
The data showed that in 2011, Schenectady County had the state's highest rate of index crimes, which cover murders, rapes, robberies, aggravated assaults, burglaries, larcenies and stolen cars.
In Schenectady County, the rate of violent crimes per 100,000 residents was 3,509.2. Albany County was second (3,458.1). Rensselaer stood eighth (2,923).
To put that in perspective, all three local counties showed higher crime rates than the Bronx (2,524.9), Brooklyn (2,345.6), Queens (1,779) and Staten Island (1,444.4). Meanwhile, Albany and Schenectady counties displayed higher rates than Manhattan (3,192.6), giving those two counties higher rates than every borough in New York City, which for decades was as infamous for crime as it is famous for Yankee baseball.
Schenectady County also showed the second-highest rate of violent crime in counties outside of New York City. It had 438.2 violent crimes reported per 100,000 residents in 2011. If the numbers come from the Office of Criminal Justice Services, a state agency, then tell us how the report if full lies.

All I see is a PD that gets paid pretty darn well, has perks like take-home-cars, great union bennies, phenomenal health insurance, plenty of time off, abilities to increase your retirement with just one hard (last) year of work, and MUCH more - yet we STILL have the highest rank in the state?? The cops here are SO busy that they have to resort to people submitting their own reports (online) because they're just too busy to send an officer in to take it. They're so busy they can't look into a viscous pit bull attacks ...
What's the solution? More union protected officers? More benefits? More take home vehicles? More time off?
IMHO, it's time this city declares bankruptcy, voids all the union contracts and starts over with a REALISTIC assessment of the city property, a realistic look at union benefits, employee staffing and gets off the "friends and family" plan and gets busy on a plan that WORKS for the residents.

The amount fo police officer is paid has never been shown to impact the crime rate.
Good benefits, including health insurance - agreed. But, with respect to the pension inflation - that was an uniwse perk which will be remdeied with Tier 5 employees. By the time SPD gets up to full staffing next year, approximately 1/3 will be Tier 5 employees.
Take home cars - the only two catgories of officesr with take home cars are K9 - impractical to transport police dogs in civilian vehicles. And, evidence technicians - they get called in more than any other officers.
RE: being too busy. You have a finite number of officers and a high crime rate. Schdy has a crime rate approox 2/3- 3/4 of Albany and Albany has 350 officers and they are very busy. So, the decision was made to have a small percentage of calls which do not require the response of a sworn officer to allow the civilain to do the report themselves (misdemeanor thefts and vandalism). And, crimes still get counted in crime analysis.
