Council creates new clerical post

BY KATHLEEN MOORE Gazette Reporter
Reach Gazette reporter Kathleen Moore at 395-3120 or moore@dailygazette.com.

With deep reservations, the City Council approved a clerical position Tuesday that had not been advertised, competitively bid or even discussed prior to its creation.
“We’re circumventing civil service, we’re circumventing affi rmative action, we’re circumventing our residency law,” said Councilman Vince Riggi, who voted against the hiring. He is the only non-Democrat on the council.
C o u n c i l w o m a n B a r b a r a Blanchard also voted no, saying she won’t approve of hiring employees who do not live in the city. City law requires all employees, except for public safety workers, to be residents.
But five council members voted to hire an as-yet-unnamed woman to run the counter at the building department. She is a trained code enforcer and Building Inspector Eric Shilling said she was eminently qualified to answer questions and hand out permits. She will work as a contractor, without benefits, at $20 an hour. Next year, she will work for $25 an hour.
Several of the council members who voted for it expressed concerns about the way in which the position was filled. Shilling met the woman at a code enforcement training, which she was teaching. He then pitched the job to her without fi rst proposing the position to the City Council. After he negotiated a contract, he brought it to the council for approval last week. No one else was interviewed for the post, nor could anyone else apply, since the job was never advertised.
Councilman Carl Erikson said that was a mistake.
“We need to have an open interview process,” he said. “That being said, I’m in favor of bringing in contractors.”
But, he said, the position ought to require more than the current job description.
“For $20 to $25 an hour, I would expect this person would do more than just clerical work,” he said.
    Nonetheless, he voted in favor.
So did Councilwoman Marion Porterfield, who also criticized the process. “I feel other people should have had the opportunity [to apply],” she said. “Now this may be the best candidate, but other people should have been considered.” ..............................>>>>............................>>>>.....................http://www.dailygazette.net/De.....r01005&AppName=1

Erickson needs to get some balls, Porterfield I'm surprised.

Riggi is the only one with any brains on the council.

Don't they realize there are alot of people who LIVE in Schenectady that could use a job.

Must be someone McCarthy, Brucker, Morris, Gillen................ Knows

Another nonresident! You can't make this stuff up. Thought McMayor was stopping this illegal practice? lol They announced that the City is $6 MILLION in the red and the DEM morons keep adding to their friends and family club. It's the high taxes-stupid. Denise Brucker led this disaster by stopping spending cuts last year with no proposal to pay for anything. Marion Poterfield also made a totally fool of herself rightfully attacking the corrupt process then voting for it anyway. She has to go in November. Karl Erickson also supported this since it will increase revenue. All these DEM morons care about is slamming elderly homeowners with peeling paint. But they care a lot! No wonder no one wants to buy any property in the City and resale values are in free fall.

Believe that says it all.

Where's affirmative action on this? Totally discriminatory and the Mayor is okay with it.

A job the City can't afford and the code dept hires anyway.

Who's running the show in the City because it's certainly not McCarthy.

EXACTLY! At least Mayor Al governed. He answered the phone at City Hall and was not hiding under his desk. All these DEM morons do is look the other way and keep appointing the unemployable like Lumpy to fat cat positions. Code Enforcement and Department of Department should be dissolved. Sell the vehicles at auction. Then you have horrible Perrazzo lying about people demanding more code enforcement. What planet on these DEMS from? It's the record DEM taxes-stupid.

Know-Nothing, Big-Mouthed Vincent Riggi is an immature and whining cry-baby of a NNTP/GOP neanderthal. This position is NEEDED and this position will make a PROFIT for the City..  I respect the  discussion being held and those who participate in a MATURE and RESPONSIBLE manner - however I believe that by voting against this position one is voting FOR the criminals, and FOR those who BREAK the law in regards to the codes that need enforcing.

Vincent Riggi is a slumlords BEST friend.... he should be held to account by the residents of this great City.

Wow, you are really getting scared that violations of laws for hiring are occurring by your buddy dems and someone has the guts to inform the residents of the city.

So when are you going to move INTO the city, huh???????\

When are you going to answer the questions of what have your dems done to the TAXABLE tax base in the city?
When are you going to answer the question of why Schenectady home taxes are triple and quaruple neighboring cities and suburbs?
When are you going to answer the questions of what have your dems done to homeowners home values?
When are you going to answer the question of how many people are buying homes in the city?
When are you going to answer the question to explain WHY more residential units are needed  (to be built at taxpayer expense) in a city that already has an over abundance of EXISTING VACANT residential units?
When are you going to answer the question of how come so many people in the city, so many owner occupants, are putting their homes up for sale in order to flee the city?
When are you going to answer the question of why McC has to resort to extreme taxpayer-subsidized methods to TRY to get people to buy homes IN the city?
When are you going to answer the question of why Philip Morris is still ILLEGALLY getting a STAR exemption?

When are you going to answer these questions, huh?

Of course you won't ever answer the questions.   You are TOO MUCH OF A CHICKEN!!!!!!!!!!!!!!!    Cluck Cluck
