The issue about the costs with the water, sewer, and trash. The FACT is that people OUTSIDE the city DO PAY those costs in some way but collectively they are LOWER than those costs IN Schenectady, and I DEFY someone to provide EVIDENCE to the contrary.
But then, and let's face it, as a councilman, Riggi has to tread carefully, he needs to speak the truth without bashing the city. So he uses the words of McC that the city provides more services because of the water, sewer, and trash. However, WHO pays $7,000 total for those three costs? I mean the difference between two same priced homes in Saratoga vs Schenectady, in taxes, was over $7,000!

SCHENECTADY House sales stay steady in city Initiative not getting big increase in offers BY KATHLEEN MOORE Gazette Reporter
Although real estate agents have been thrilled by the number of buyers offering contracts during the recent monthly citywide open houses, people aren’t buying any more houses in Schenectady than they did last year. According to the Greater Capital Association of Realtors, the numbers are roughly the same. In March 2011, 37 houses went under contract. This March, 37 went under contract. In April 2011, 38 house-buying contracts were accepted. This April, 43 contracts were accepted. In May 2011, 36 houses were under contract. So far this May there have been 33, with some contracts not yet reported. Those figures are for single- and two-family houses, the category that the city is trying to spotlight and fi ll with new owner-occupants. Mayor Gary McCarthy said the city could sell more houses if he were willing to encourage sales to landlords, who often chop up two-family homes to fit three or more apartments. “We could move a lot of houses, but you propagate the problem,” he said. “Those houses, under Key to the City, will be owner-occupied. We’ve done what my goal is, to increase owneroccupied housing.” KeyBank has written more than 40 mortgages through its Key to the City program, which started late last fall to encourage newcomers to buy and rehabilitate city houses. The citywide open house initiative is also producing many sales — at the May open house, seven houses went into contract. Similar numbers have been posted after the previous open houses. That’s unusual. “Open houses don’t usually sell houses. Sometimes they do, but it’s not usually successful,” Prudential associate broker Mary D’Alessandro-Gilmore said. Greater Capital Association of Realtors CEO James Ader, who tracks housing contracts, agreed that the effort is working. But he was disappointed by the numbers. “These aren’t the numbers we want to see,” he said when he compared this year’s contracts to last year’s. “I don’t want the city getting discouraged.” McCarthy suggested that there may be more houses selling than Ader’s numbers indicate, because the city shares ZIP codes with its suburban neighbors. Notice in the above quote the word "under contract." Those who have never purchased a house, those without any real estate background or knowledge, would not know this. But we "nayboobs of REALITY" have the intelligence to know the truth.
There is a MAJOR MAJOR difference between "under contract" and closed sales. McC's blabs about this you-can-buy-a-house program, but the FACT is that the closed sales are WAY BELOW the "under contract." ANYONE can make an offer, a seller can accept the offer. BUT, the prospective buyer needs to be qualified!!!!!!!!
McC tries to get this message out that costs less to own a house in the city than to rent. Sure, if you look at the principal and interest only that would be true. Even if one got a mortgage for $125,000. $75,000 the purchase price of the house plus $50,000 in reno money that McC is touting. At 4% the monthly payment of prin & interest would be just shy of $600 per month on a 30 yr mortgage. Probably less than most rents. But, add the escrow for the insurance, probably PMI, and then the taxes and that could EASILY be $1.300 per month so by the time the bank get's thru with the buyers, well, sorry, they cannot afford $1,300 per month.
And of course, McC would lie to the buyers by saying he "reduced the value by 4%" which was nothing more than a number on the assessment roll that will NOT reduce the tax BILL not even by one penny.
So the assessed values would be up there and Alberta Madonna and the other cronies on the board of assessment would tell buyers "insufficient data" if they tried to get their assessment reduced, which of course, even if they went "under contract" in March, April, etc, if they didn't complete the process til after grievance day, any success in getting the value reduced would not affect their property taxes until 2014!!!!!
McC is busted again. And those who cheer for hiking taxes to give handouts to millionaires and politically connected downtown - well, let's see what you find anything to disprove what I wrote. CHEW ON IT!

Forgot to mention it. GCAR -- who reported the "under contract" figures, well, they also reported (and the new did not report it), that CLOSED SALES in Schenectady CITY were just 15 in March, and 16 in April.
Since they are saying that this taxpayer subsidized program is failing via the indication of those figures of "under contract," then I would call it TOTALLY DEAD when reporting the number of ACTUAL SALES, i.e., closed sales.

This is more good news that the City is moving forward and by reaching out to prospective home buyers -- the Administration, the Mayor and even the venerable Police Department have OVERSHOT their goals in this regard.. Hooray for Schenectady!

When the Gazette starts ignoring McC's order to cease listing house sales in their Sunday paper, we who have intelligence will EASILY be able to determine which houses are IN the city and which ones are not.
Actually, it may be that the zip codes that are shared with suburbs have sales included in the city numbers which are actually houses that are OUTSIDE the city. If that was the case, the sales are even lower!!!!!

Also, since city and school district employees (people whose salaries are paid by the TAXPAYERS) were used for this FAILED BLITZ, then the city has an obligation to report ALL of the following details!
- The houses that sold - Assessed value of houses that sold - Market value of the houses as ALLEGED by the city - Actual sale price - How long house sat on the market - Which houses were purchases by first time homebuyers and clarify who was already living IN the city - Which houses were purchased by EXISTING homebuyers IN the city who merely bought a different house to move to (like empty nesters) - Which houses were purchased by people who live OUTSIDE the city and chose to buy a house IN the city.
These details MUST be provided to the taxpayers in the city - the taxpayers have a birthright entitlement to have the answers.
Gee, have you noticed that the Gazette has not been including the page of house sales lately? Is McC paying them off to preclude easy access to information that by is public knowledge?
